According to the above responsibilities, the Foreign Affairs Office of the People's Government of the Autonomous Region (Overseas Chinese Affairs Office) has internal organs 12:

(i) Secretariat

Assist the leaders in handling and coordinating the daily government affairs of the organs; Responsible for office messages, meetings, confidential information, archives, finance, government affairs disclosure, capital construction, security, supervision, letters and visits and translation. Responsible for fixed assets management and government procurement; Responsible for liaison with overseas Chinese affairs system and reception of domestic guests; To study and formulate policies and regulations on foreign affairs (overseas Chinese affairs) in conjunction with relevant departments; Responsible for the daily work of the Foreign Affairs Leading Group Office of the Party Committee of the Autonomous Region.

(2) Protocol Office

Responsible for receiving state guests, party guests and other important foreign guests visiting and transiting the autonomous region; Accept and receive foreign diplomats and personnel from international organizations in China; To undertake the specific matters of the leaders of the autonomous region going abroad (border) and make overall arrangements for the foreign affairs activities of the leaders of the autonomous region; Review the plans of international conferences and foreign affairs protocol activities sponsored by autonomous regions and central units stationed in Xinjiang; Responsible for coordinating and arranging non-commercial exchanges between foreign financial and insurance institutions, trading companies and enterprises and the people's government of the autonomous region; Responsible for the examination and approval of foreign dignitaries and officials at or above the deputy ministerial level from countries without diplomatic relations; Responsible for the examination and management of foreigners going to the autonomous region to control open areas and non-open areas; Responsible for reviewing the courtesy norms for foreigners entering and leaving the country, and issuing relevant joint inspection certificates.

(3) Neighboring country offices

To publicize and implement China's border policy and foreign policy; Responsible for the demarcation, demarcation and joint inspection of national boundaries; In conjunction with relevant departments, do a good job in daily border management such as border management and foreign-related border construction; Guide and participate in frontier defense talks and meetings, and study foreign-related work in neighboring countries and their exchanges; Responsible for improving the measures and rules and regulations for border work.

(4) Consular Office (Beijing Visa Office)

Responsible for the management and service of foreign official and semi-official institutions in Xinjiang; Coordinate and handle consular protection, identity verification and replacement (replacement) of personnel going abroad (territory) on business; Manage or cooperate in handling foreign-related cases and other important foreign-related matters; Assist in the management of foreigners in Xinjiang; Responsible for the examination, issuance and management of passports of people going abroad on business in autonomous regions and units authorized by the central authorities in Xinjiang, and handling foreign visas; Acting consular certification; To undertake the examination, issuance and endorsement of travel permits between Hong Kong and Macao by autonomous regions and authorized central units stationed in Xinjiang; Issue visa notification letters and telegrams inviting foreigners to China. Responsible for the daily work of Beijing visa office.

(5) Management of going abroad

To formulate policies, regulations and measures for the examination, approval and management of going abroad on business in the autonomous region; To undertake the examination and approval and management of the autonomous region's temporary going abroad (border) and going to Hong Kong and Macao on business, and be responsible for the examination and approval of foreigners coming to Xinjiang; To be responsible for the pre-departure training and education for those who go abroad temporarily on business, check and understand the overseas activities of overseas delegations and personnel, and evaluate the benefits of going abroad; Responsible for the management of foreign experts, students and interns; Assist relevant departments to do a good job in overseas training. Responsible for the management of Hong Kong and Macao affairs in the autonomous region.

(6) Ministry of Information and Culture

Responsible for the publicity and education of the international situation and foreign policy, and provide publicity materials and external statements for major international issues and emergencies; Responsible for the publicity of foreign affairs and overseas Chinese affairs, provide publicity materials reflecting the local customs, construction achievements and ethnic policies of the autonomous region, and cooperate with relevant departments to do a good job in the publicity, cultural exchange and education of foreign affairs and overseas Chinese affairs in the autonomous region; Cooperate with the review of important foreign-related reports in the autonomous region; Responsible for the reception and management of foreign, Hong Kong and Macao journalists coming to Xinjiang for coverage. Responsible for the editing and publishing of Xinjiang Foreign Affairs.

(7) International Exchange Office

Responsible for the implementation of international treaties and regulations to which China is a party in the autonomous region and the work related to domestic laws; Responsible for contacting foreign embassies and consulates in China, international organizations in China, China's embassies and consulates abroad and other foreign institutions, and coordinating official and non-governmental exchanges in the autonomous region; Organize, guide, participate in and assist international exchanges and cooperation activities in the autonomous region, and put forward suggestions for opening up and exchanges in the autonomous region; Responsible for establishing friendly relations with foreign sister cities, managing and guiding exchanges between sister cities and other non-governmental exchanges with foreign countries.

(viii) NGO Management Office

To be responsible for the investigation and management of the activities of overseas NGOs in the autonomous region and the participation of NGOs in the activities of international NGOs in the autonomous region; To provide policy guidance on diplomacy and foreign affairs for all relevant units to carry out activities with overseas NGOs; Cooperate with the relevant departments to do a good job in the external coordination and liaison of the activities of overseas NGOs in the autonomous region, and do a good job in the management of the participation of NGOs in the activities of international NGOs; To undertake the comprehensive investigation and compilation of government archives.

(9) Domestic Overseas Chinese Affairs Office

Responsible for the investigation of overseas Chinese in China, and formulate policies, regulations and working opinions on overseas Chinese in the autonomous region; In conjunction with relevant departments, protect the lawful rights and interests of overseas Chinese, returned overseas Chinese and their relatives in China according to law; Do a good job in overseas Chinese letters and visits, overseas Chinese poverty alleviation and other services; Responsible for overseas Chinese, Hong Kong and Macao compatriots returning to China (returning home) to settle down; Responsible for the enrollment of "three overseas Chinese candidates" and the identification of children of returned overseas Chinese and their relatives who study abroad at their own expense.

(10) Overseas Chinese Affairs Office

Responsible for the investigation of overseas Chinese, and carry out liaison and reception services between overseas Chinese and compatriots and associations in Hong Kong and Macao; To protect the lawful rights and interests of overseas Chinese in China jointly with relevant departments; Cooperate with China embassies and consulates abroad to do a good job in overseas Chinese and new immigrants; Cooperate with relevant departments to solve the problems related to Chinese education for overseas Chinese children in Xinjiang; Help returned overseas Chinese and their relatives inherit and repatriate overseas property according to law.

(1 1) Department of Economic Science and Technology

In conjunction with relevant departments, formulate preferential policies for overseas Chinese and overseas Chinese-funded enterprises and do a good job in service; Do a good job in accepting donations from international and foreign institutions and personnel, as well as overseas Chinese, Hong Kong and Macao compatriots; Assist relevant departments to introduce foreign capital, overseas Chinese capital, talents, technology and equipment, explore foreign markets and promote foreign economic cooperation; Providing foreign exchange services for export-oriented enterprises in the autonomous region.

(12) Organize the personnel department

Responsible for the organization, personnel, family planning, going abroad (border), security and other work of organs and institutions directly under the guidance, and responsible for the training of overseas Chinese cadres in the autonomous region; Assist relevant departments to make personnel arrangements for representatives of returned overseas Chinese and their relatives; Responsible for the translation of foreign titles in the autonomous region.

The Xinjiang Frontier Defense Commission Office is responsible for implementing the guidelines, policies, laws and regulations of the state and the autonomous region on frontier defense work; Implement the work plan and arrangement of Xinjiang Frontier Defense Committee; Grasp the situation of border defense work in the autonomous region, carry out work research, and solve new situations and problems in border areas; To study and formulate border management measures and regulations; Responsible for the construction, maintenance and management of border infrastructure in the autonomous region.

Party committees of government organs are responsible for the work between the party and the masses of government organs and directly affiliated units.

The supervision office (co-located with the discipline inspection team) is the stationed institution of the discipline inspection commission of the autonomous region (the supervision office), and is responsible for the discipline inspection and administrative supervision of organs and directly affiliated units.

The office of retired cadres shall be responsible for the work of retired cadres in the organs and guide the work of retired cadres in directly affiliated units.
