Its name comes from the meaning that "the sea will never rise". It is a hub city of Linjiang and a member of the "Yangtze River Urban Agglomeration".

Located in south-central Jiangsu Province, at the junction of Nantong, Yancheng and Taizhou. Rudong in the east, Jiangyan District in Taizhou in the west, Rugao and Taixing in the south and Dongtai in the north.
