Article 1 In order to promote the development of urban water conservation in Yunnan Province, protect and rationally develop and utilize water resources, these measures are formulated in accordance with the People's Republic of China (PRC) Water Law, the Regulations on Urban Water Conservation approved by the Ministry of Construction of the State Council and the Measures for the Implementation of the People's Republic of China (PRC) Water Law in Yunnan Province, combined with the actual situation in Yunnan Province. Article 2 These Measures shall apply to enterprises, institutions, organs, organizations, troops and individuals that use centralized water supply and self-built facilities to supply water and access groundwater within the urban planning area of our province. Third cities in this province should implement the policy of solving urban water supply with both open source and throttling. Implement planned water use and strictly save water. Article 4 The administrative departments of urban and rural construction at all levels are the administrative departments of governments at all levels in charge of urban water conservation, responsible for urban water planning and water conservation, and may authorize local water conservation management institutions to be responsible for the specific implementation of water planning and water conservation. The national administrative department of urban and rural construction shall, while formulating the development plan of urban water supply, formulate the development plan and annual plan for water conservation, and be responsible for supervising the implementation. Article 5 Within a planned urban area, users who concentrate water supply or exploit groundwater by the city shall strictly implement the water-saving plan. The procedures and methods for the preparation of water-saving plans shall be stipulated by the Provincial Construction Department. If the planned water consumption is exceeded, the water fee must be increased. Excess water consumption is charged at a cumulative price increase of two to ten times the local water price. The specific collection measures shall be formulated by the local administrative department of urban and rural construction in conjunction with the relevant departments of price and finance, and shall be implemented after being approved by the people's government at the same level. Article 6. Super-planned water fee increase must be paid within the prescribed time limit. Failing to pay within the prescribed time limit, in addition to paying within the prescribed time limit, an overdue fine of 5‰ will be charged on a daily basis.

The water fee and overdue fine for exceeding the planned water price increase shall be collected by the administrative department of urban and rural construction of the city or county where the user is located, and incorporated into the municipal fiscal revenue for urban water supply source protection, water supply and water-saving facilities construction, management and scientific research. The administrative department of urban and rural construction shall prepare the annual plan for the use of funds, and the financial department shall supervise and inspect it.

The water fee increased by the enterprise's over-planned water use shall be paid from the profit funds and shall not be included in the cost. Seventh units and individuals that have been approved to build their own water supply facilities in urban planning areas and use groundwater according to legal procedures must exploit according to the approved planned water consumption. Eighth urban and rural construction administrative departments shall, in conjunction with the relevant industry administrative departments, formulate plans for water use and water conservation in this industry; Establish and improve the design approval and acceptance system of industrial planned water use and water saving technical transformation measures; Formulate comprehensive water consumption quota and individual water consumption quota for the industry. Ninth city construction, expansion and reconstruction projects, must be supporting the design and construction of water-saving facilities; Water supply and drainage of newly-built public buildings and civil houses shall adopt water-saving appliances recommended by the state; Water supply and drainage equipment that does not meet the requirements of water saving should be replaced. The administrative department of urban and rural construction shall participate in the completion and acceptance of water-saving facilities. Tenth domestic water metering and charging. Newly built houses should be equipped with household metering water meters. Existing households do not have household metering water meters, and they should be installed within a time limit. Article 11 Water-owned units shall install meters on water-using equipment, conduct water use assessment, reduce the water consumption per unit product, and take measures such as recycling water and multi-use of one water under the premise of ensuring water quality standards, so as to improve the reuse rate of water. Twelfth failing to build water-saving facilities in accordance with the provisions or unqualified acceptance, water supply and drainage facilities of public buildings and houses do not use water-saving appliances recommended by the state, the administrative department of urban and rural construction has the right to order them to improve water-saving measures within a time limit. If water-saving measures are not improved within the time limit, the administrative department of urban and rural construction has the right to limit its water consumption and impose a fine of 100-5000 yuan. Thirteenth refused to install household metering water meter, urban and rural construction administrative departments have the right to order it to install within a time limit; If it is not installed within the time limit, the water can be restricted until the water supply is stopped, and a fine of 50-500 yuan can be imposed.

The fines collected shall be turned over to the municipal and county finance according to regulations. Fourteenth if a party refuses to accept the decision on administrative punishment, it may, within fifteen days from the date of receiving the notice of punishment, apply for reconsideration to the organ at the next higher level that made the decision on administrative punishment; If you are not satisfied with the reconsideration decision, you can bring a lawsuit to the local people's court within 15 days from the date of receiving the reconsideration notice. Neither applies for reconsideration nor brings a suit in a people's court within the time limit, nor complies with the decision on punishment, the organ that made the decision on punishment shall apply to the people's court for compulsory execution. Fifteenth city water conservation management department staff dereliction of duty, abuse of power, corruption, given administrative sanctions by their units or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated according to law. Sixteenth units and individuals that have made achievements in planning and saving water in the implementation of these measures shall be rewarded and commended according to the Interim Measures for Urban Water Conservation Awards.
