Is playing cards in a hotel a gamble?

Article 303 of the Criminal Law of People's Republic of China (PRC) stipulates that the gambling capital is 50,000 or the gambling tap is 5,000. A hotel is a place to provide accommodation for guests who come to the store temporarily. They belong to public places and can play cards for entertainment.
