Is playing cards in a hotel a gamble?

No gambling doesn't count.

Article 303 of the Criminal Law of People's Republic of China (PRC) stipulates that the gambling capital is 50,000 or the gambling tap is 5,000. If the amount of gambling is small, and acquaintances are the main entertainment, it is generally called gambling, that is, it is punished in accordance with the regulations on public security penalties.

A hotel is a place to provide accommodation for guests who come to the store temporarily. They belong to public places and can play cards for entertainment.
