Plastic straw ban

Plastic straws are prohibited in the following situations:

1. It is forbidden to produce and sell plastic products. It is forbidden to produce and sell ultra-thin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulching films with a thickness of less than 0.0 1 mm ... It is forbidden to make plastic products with medical wastes, and the import of waste plastics is completely prohibited. Before the end of 2020, it is forbidden to produce and sell disposable foamed plastic tableware and disposable plastic cotton swabs, and it is forbidden to produce daily necessities containing plastic beads. By the end of 2022, it is forbidden to sell daily chemical products containing plastic beads;

2. Prohibited or restricted use of plastic products and non-degradable plastic bags. By the end of 2020, the use of non-degradable plastic bags will be prohibited in shopping malls, supermarkets, pharmacies, bookstores and other places in the built-up areas of municipalities directly under the central government, provincial capital cities and cities with separate plans, as well as in catering packaging and take-away services and various exhibition activities, and the use of non-degradable plastic bags will be standardized and restricted in bazaars. By the end of 2022, the scope of implementation will be extended to all urban built-up areas above prefecture level and coastal counties built-up areas. By the end of 2025, the use of non-degradable plastic bags will be banned in the markets in the above areas. Encourage qualified places to stop using non-degradable plastic bags in urban-rural fringe, urban and rural markets and other places;

3. Disposable plastic tableware. By the end of 2020, non-degradable disposable plastic straws will be banned in the catering industry throughout the country. Non-degradable disposable plastic tableware is prohibited in catering services in built-up areas and scenic spots of cities above prefecture level. Before the end of 2022, non-degradable disposable plastic tableware is prohibited in catering services in built-up areas and scenic spots in counties. By 2025, the consumption intensity of non-degradable disposable plastic tableware in the field of food and beverage take-out in cities above prefecture level will drop by 30%;

4. Disposable plastic products in hotels and restaurants. By the end of 2022, national star-rated hotels and restaurants will no longer voluntarily provide disposable plastic products, but can provide related services by setting up self-service buying machines and providing refillable detergent. By the end of 2025, the scope of implementation will be extended to all hotels, hotels and homestays;

5. Express plastic packaging. By the end of 2022, postal express outlets in Beijing, Shanghai, Jiangsu, Zhejiang, Fujian, Guangdong and other provinces and cities will first ban the use of non-degradable plastic packaging bags and disposable plastic woven bags to reduce the use of non-degradable plastic tapes. Before the end of 2025, the use of non-degradable plastic packaging bags, plastic tapes and disposable plastics will be prohibited in the national postal express outlets.

Article 69 The State prohibits or restricts the production, sale and use of disposable plastic products such as non-degradable plastic bags according to law.

The start-up units of commodity retail places, e-commerce platform enterprises, express delivery enterprises and take-away enterprises shall declare the use and recycling of disposable plastic products such as plastic bags to the competent departments of commerce and postal services in accordance with the relevant provisions of the state.

The state encourages and guides the reduction in the use and active recycling of disposable plastic products such as plastic bags, and promotes the application of recyclable, easily recyclable and degradable substitute products.
