At around 10 p.m., the Municipal Public Security Bureau made a decision: each of the two would be detained administratively for 15 days without being allowed to appeal. Zhang's family was dissatisfied and hired a lawyer to request a review of the "110" ruling in accordance with the law, but was unreasonably rejected by the Municipal Public Security Bureau.
