In order to resolutely implement the joint prevention and control mechanism of the State Council, “all persons of appropriate age and without contraindications should be contacted” "Requires that we strictly implement epidemic prevention and control measures in public places, effectively increase vaccination rates, further build a line of defense for joint prevention, joint control, and group prevention and control, and solidly build an immunity barrier for the entire population. The relevant matters related to further strengthening the COVID-19 vaccine response work are hereby announced as follows:

1. Large supermarkets, farmers’ markets, hotels, government affairs halls, financial institutions, transportation stations and other crowded places will be implemented. "Three-code joint inspection" prohibits entry to those who are not wearing masks, have abnormal body temperature, and have "red and yellow codes". Information registration and publicity guidance must be done for those who have not been vaccinated. Various key places and public places must report the collected information on unvaccinated people to the local township or industry authorities, and the townships will organize publicity, mobilization and vaccination services.

2. All primary and secondary schools, kindergartens, senior universities, cultural centers, libraries, sports venues, religious sites, senior activity centers, community senior activity rooms and other places where people gather, implement "three-code joint inspection". People who are not wearing masks, have abnormal body temperature, have "red and yellow codes" and non-taboo unvaccinated people are prohibited from entering.

3. All elderly care institutions, medical institutions that provide elderly care services, care centers and other key population centralized management units should receive non-taboo personnel.

4. The competent departments of all industries must conscientiously perform their duties, organize supervision and inspection of the implementation of the above key places, and follow the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" and "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" if the implementation is not in place The Emergency Response Law of the People's Republic of China and other relevant laws and regulations as well as the relevant provisions on normalized epidemic prevention and control in "key places" shall be advised, warned, and suspended for rectification.
