1. The first paragraph of Article 15 is amended as: "In case of ownership transfer, mortgage, ship leasing, change of registration or cancellation of registration of a civil ship with a civil ship requisition registration certificate, the ship registration authority shall report the summary data to the national defense transportation authority at the place where the ship is registered for the record within 15 days every month." 2. Paragraph 2 of Article 15 is amended as: "When the ownership transfer, mortgage, ship leasing, change of registration, cancellation of registration, etc. occur to a ship that has been incorporated into the maritime militia organization and equipped with military equipment, the ship registration authority shall require the ship owner to hand over the equipment installed by the military organ to the People's Armed Forces Department of the county (city) where the militia organization is located, and notify the local People's Armed Forces Department. 3. Article 27 is amended as: "The expenditure scope of mobilization and requisition of civil ships includes: (1) annual organization and rectification, education and training and daily management of maritime mobilization forces; (2) Funds required for mobilization, training, drills and maritime emergency tasks of civil ships; (3) Technical transformation of requisitioned civil ships, provision of notification equipment, daily use, maintenance and repair of notification equipment, and installation of other special equipment; (four) compensation funds for the use of ports, docks, warehouses and supporting facilities when requisitioning civil ships; (5) Reasonable compensation for maritime losses caused by mobilization and requisition of civilian ships; (six) other related project funds in the mobilization and requisition of civil ships, which have been audited by the national defense transportation departments at all levels and reported to the people's government at the same level for approval. "4. Article 29 is amended as:" Funds shall be raised by the government and incorporated into the annual financial budget plans of all levels and departments, and the principle of balanced burden and multi-channel financing shall be followed. 2. The "Ministry of National Economic Mobilization" in Item (3) of Paragraph 1 of Article 7 is amended as "National Defense Transportation Department".

3. Amend the "annual inspection of ships" in Item (2) of Paragraph 1 of Article 12 to "annual inspection of ship certificates".

This decision shall come into force as of the date of promulgation.

The Interim Provisions of Fuzhou Municipality on Mobilization and Requisition of Civil Ships and Crew Militia shall be revised accordingly according to this decision and re-promulgated.
