According to legal documents, on suspicion of accepting bribes, Ma Chaoqun was placed under residential surveillance by Qinhuangdao City Procuratorate on February 13, detained in criminal detention on May 13, and arrested on May 28. 13 In February, Ma Zhongqun was placed under surveillance by the Qinhuangdao City Procuratorate. According to a field visit by Caijing reporter, many houses owned by Ma family are idle and some houses are rented out. In Cuigezhuang Village near Beidaihe Water Supply Corporation, about 20 mu of land is occupied by Ma Chaoqun. This land is in the north of Cuigezhuang Village, surrounded by a gray high wall more than 3 meters high. It was contracted to Beidaihe Ji Fa Agricultural Comprehensive Development Co., Ltd. (hereinafter referred to as Ji Fa Company) at the market price more than ten years ago. They don't know when and at what price the latter was subcontracted to Ma Chaoqun. Moreover, Ji Fa Company still pays the contract money every year, and the contract period is still 15 years. Li Jizhou, chairman and general manager of Ji Fa Company, firmly denied Li Tianbao's statement. Li Jizhou said that this land belongs to Cuigezhuang and "has nothing to do with me".

Another identity of Li Jizhou is the secretary of the Party branch of Gucheng Village, where Ma Chaoqun owns an "Ancient Town Country Hotel". The hotel covers an area of 7 mu and has 17 rooms. Qin Baojun, director of Gucheng Village Committee, said that this land used to be a fish pond, and Ma Chaoqun took it away with the help of the "leaders from above" for a total price of 80,000 yuan. Qin Baojun denied the rumor that the contract period was 70 years. He said that Ma Chaoqun asked for a 70-year contract, but the contract signed in the name of his mother, Zhang Guiying, indicated that the contract period would be 2029.

The water supply company was originally a service unit for citizens and local enterprises and institutions, but Ma Chaoqun has turned it into its own endless "money road".

According to some local cadres and masses in Qinhuangdao, Ma Chaoqun, as the leader of the local water supply company, is quite greedy and domineering, and his reputation among the local people is quite bad. "He will accept anyone's money and dare to ask for it anywhere." A local cadre familiar with Ma Chaoqun said, "If you don't give money, you won't give water. If you give less money, you will cut off water." The cadre said that Ma Chaoqun used his power and resources to collect money crazily, and he had to reach out and collect money when some departments directly under the central government in Beidaihe wanted to connect water pipes. During SARS in 2003, a leader of the provincial health department came to Beidaihe to inspect the work. During this period, the leader came to Beidaihe Water Supply Corporation, but Ma Chaoqun refused to let him into the gate and sent someone to take the official away.

According to local people, Ma Chaoqun's case was caused by his accumulated wealth over the years, which led to boiling public resentment.
