Luo Gongguan was built by Luo Juzhi, the military leader of the Qing Dynasty, in the third year of the Republic of China (1914 AD) during the Guangxu period of the Qing Dynasty. During the Republic of China, his son Luo Haozhong served as the Administrative Inspector and Lieutenant General Security Commander of the 3rd District of Zhejiang Province, and the Administrative Inspector and Lieutenant General Security Commander of Liuzhou, Guangxi Province. The former site of Zhongdu City God Temple is located on the back of Yingshan Mountain. It was the protective temple of Luorong Ancient County.
