The standard of housing difficulties in this Municipality shall be formulated by the municipal housing security department and promulgated after the approval of the Municipal People's Government. Article 4 The municipal housing security department is the administrative department in charge of public rental housing security in this Municipality.

Neighborhood offices and Township People's governments are responsible for the acceptance and preliminary examination of applications for public rental housing security in their respective jurisdictions; Urban housing security department is responsible for the audit of the application for public rental housing security in this area; The urban civil affairs department is responsible for the verification and identification of low-income families and individuals.
