Why can't Luo Yuan develop?

Luo Yuan has been slowly developing.

In 2020, Luoyuan County achieved a regional GDP of 33.5 billion yuan, an increase of 6.5%, ranking among the top in the city. The investment in fixed assets was 18 billion yuan, an increase of 18.2%; the total import and export volume was 3.5 billion yuan, an increase of 35.76%; the total general public budget revenue was 1.54 billion yuan, and the local general public budget revenue was 968 million yuan. The per capita disposable income of urban residents is 36,430 yuan; the per capita disposable income of rural residents is 17,270 yuan.

New results have been achieved in opening up to the outside world:

Investment promotion has started from scratch, from small to large, and foreign-funded enterprises such as Mingzhu Villa, Shanlin Food, and Banghui Stone have been established in the county. It has introduced 30 foreign-funded enterprises, with an annual output value of 370 million yuan and a tax revenue of more than 3.5 million yuan. In the Luoyuan Bay Songshan Reclamation Area, the Luoyuan Bay Provincial Economic and Technological Development Zone has been established, with food, marine forestry and 48 enterprises of various types, including food, have begun to take shape for open development.
