More than 150 years ago, there was almost no bridge over the Suzhou River, and people relied on ferries to cross the river. The earliest ferry on the Suzhou River was located at the current location of Zhapu Road. Because it was the first ferry, it was commonly known as the "Tou Ferry". The ferries established thereafter were called "Second Ferry" and "Third Ferry" to the west of Toufuary, while those to the east of Touferry were called "Waifuary". In the mid-19th century, after the establishment of British and American concessions on the north and south sides of the Suzhou River, the number of people and vehicles ferrying across the river increased every day, making communication between the two sides very inconvenient. The original ferry ports were far from meeting the needs of the colonial authorities in the concession, so an Englishman named Wells came forward to organize the "Suzhou River Bridge Construction Company" and spent about 12,000 yuan to build a bridge outside the concession in 1856. A huge wooden bridge was built over the ferry. This 12,000 yuan was divided into 125 shares and was in the hands of 12 shareholders headed by Wells. Therefore, the name of the bridge was called Wells Bridge at that time. Later, due to the location of the bridge outside the ferry, Shanghainese people habitually called it the "wai ferry bridge". The bridge deck of the Waifu Bridge is about 23 feet wide and 450 feet long. When a large ship passes by, a trapdoor can be lifted high in the middle of the bridge. He claimed that the Shanghai Highway Authority granted him a 25-year patent on the bridge, and that anyone crossing the bridge would have to pay two cents, double for cars and sedans. Later, people discovered that this "bridge tax" was collected exclusively from Chinese people, but foreigners were often exempted from paying it. They all became indignant and protested and demanded the cancellation of the bridge tax, otherwise they would rather reinstate the ferry boat. In 1871, Wells began to build an iron bridge to change the situation where the Waifuo Bridge had been neglected due to the Shanghai residents' resistance to taxes. Later, due to shoddy workmanship, the accident caused part of the bridge pillars and the bridge body to collapse into the Suzhou River.
