5. Medical institutions, primary and secondary schools, kindergartens and nursing homes;

7. Important military facilities;

8. Other places where fireworks and firecrackers are prohibited shall be determined and announced by the municipal and district people's governments according to the needs of maintaining normal work and living order.

(three) it is forbidden to set off fireworks and firecrackers in the following places and areas:

1. Other areas and places where open flames are prohibited according to relevant laws and regulations;

2. Radio stations, television stations, newspapers and other important news units;

3. Telecommunications, postal services and financial institutions;

4. Bridges (including overpasses and overpasses), underground passages and underground spaces of urban road network;

5. Large cultural and sports venues, bazaars, shopping malls, supermarkets, cinemas, commercial pedestrian streets and other crowded public places and large parking lots;

6. Construction sites, housing corridors, aisles, roofs, balconies and windows;

7 buildings (structures) equipped with external thermal insulation materials are all included in the scope of prohibiting the discharge of fireworks and firecrackers. Among them, the high-rise buildings (structures) belonging to key fire control units and their surrounding areas within 60 meters are off-limits areas, and other buildings (structures) above 10 floor or 24 meters are off-limits areas within 30 meters;

8. It is difficult to put out fire and rescue in the densely populated areas of bungalows, and there are many vehicles parked in residential areas, and the discharge space is narrow;

9. The built-up areas of all towns (streets) are regarded as forbidden areas.

It is forbidden to sell, store and set off fireworks and firecrackers at any time in the above-mentioned forbidden areas.

Two, the following areas are restricted fireworks area:

Zhoukoudian Town, Liu Lihe Town, Changgou Town, Hancunhe Town, Qinglong Lake Town and Shilou Town within the administrative area.

In the restricted discharge area (except where discharge is prohibited), fireworks and firecrackers are prohibited at other times except on Lunar New Year's Eve, at 24: 00 on the first day of the first month, and from 7: 00 to 24: 00 every day from the second day to the fifteenth day of the first month.

3. During the first (red) or second (orange) warning period of heavy air pollution, the management measures of temporarily prohibiting the discharge and sale of fireworks and firecrackers are taken, and the discharge and sale of fireworks and firecrackers are prohibited within the administrative area of Fangshan District.

Fourth, the organs, organizations, enterprises, institutions and residential property companies involved in the forbidden and restricted areas, as well as business premises, should strictly implement the main responsibility of safety management, set up obvious warning signs for forbidden and restricted fireworks, clarify the specific personnel's custody, and promptly discourage the perpetrators of illegal fireworks and firecrackers; Those who refuse to listen to dissuasion shall immediately report to the public security organ.

Five, hotels, hotels, wedding services and other units shall bear the responsibility for the safety management of fireworks and firecrackers within the scope of their respective business activities, and do a good job in safety prevention in accordance with the provisions of the state, cities and districts.

Six, the township (street) to strictly implement the responsibility of territorial management, responsible for the overall organization and implementation of fireworks safety management within the jurisdiction, in accordance with the principle of "grid management", will be banned and restricted areas clearly to the responsible departments.

Seven, units or individuals to store, carry, set off fireworks and firecrackers do not meet the specifications and varieties published in this Municipality, in the time, area and place where fireworks and firecrackers are prohibited or restricted, the public security department shall order it to make corrections, confiscate its fireworks and firecrackers, impose a fine of more than 5000 yuan to 65438 yuan on the unit, and impose a fine of more than 65438 yuan on the individual; If the circumstances are serious, the unit shall be fined between 5,000 yuan and 30,000 yuan, and the individual shall be fined between 200 yuan and 500 yuan.

Eight, in the time of prohibiting and restricting the discharge of fireworks and firecrackers, if the actor refuses or hinders law enforcement officers from performing official duties according to law, the public security organ shall deal with it according to law.
