Nansha policy

The advantageous geographical position and speeding up the development of Nansha are conducive to optimizing the spatial layout of Guangzhou's productive forces. Accelerating the development of Nansha will become a new economic growth point in Guangzhou and promote Guangzhou's further opening up.

Guangzhou government's planning for Nansha

With the goal of building a modern coastal new city that is most suitable for entrepreneurial development and life, focusing on developing modern logistics industry, port industry and information industry, taking modern infrastructure construction as a breakthrough, relying on high-quality social service functions, following the principle of "unified planning, phased implementation, key breakthroughs and rolling development", adhering to the development idea of "industry starts and projects drive", we will implement the strategy of "ecological priority", and plan from a high starting point.

For a long time, due to the limitation of urban development space, Guangzhou's urban construction has developed in an L-shape, and the spatial layout of productive forces is not reasonable and stretched enough, which has restricted Guangzhou's economic and social development. The process of world economic development shows that it is a successful experience to use port groups to accelerate economic development.

Nansha has the conditions to build an international seaport. Nansha makes use of its geographical advantages to develop large-scale basic industries such as port-facing industrial zone, shipbuilding, steel and petrochemical industry. A number of basic industry projects will help promote the coordinated development of traditional industries, high-tech industries and service industries in Guangzhou and strive for a new level of economic strength.

After China's entry into WTO, it is both an opportunity and a challenge for Guangzhou. Accelerating the development of Nansha has just expanded the space and provided support for Guangzhou's further opening up, catering to the new wave of investment in China and the opportunity of world industrial restructuring.

Taking advantage of the superior geographical location and foreign transportation hub, through the development of Nansha, it is conducive to integrating the resources of the entire Pearl River Delta region, including Hong Kong and Macao, reducing industrial operating costs, improving the investment environment, further strengthening economic cooperation and exchanges with Hong Kong and Macao, expanding economic cooperation channels with foreign cities, and making better use of two resources and two markets.

Infrastructure:

First, expressway.

The existing municipal roads in Nansha area have begun to take shape, and urban trunk roads such as Huandao Road, Jingang Avenue, Gangqian Avenue, Huangge Avenue and Fenghuang Avenue have been completely renovated. In order to make Nansha truly become a transportation hub extending in all directions in the Pearl River Delta, Nansha plans to open "five verticals and five horizontals" expressway/Expressway and circular trunk roads to the outside world, reaching 1.200 km, which is the main project of Guangzhou's "Five-year Great Change" in 2065, 438+00:

1 .1 vertical: Yingbin Road-Nansha Avenue (now renamed Panyu Avenue) (north of Guangzhou)

It is 40 kilometers long, starting from Panyu Bridge, ending at Jiao Ting Interchange and connecting with Hong Kong Island Avenue. Two-way ten lanes, no traffic lights, semi-closed. The design speed is 80- 100 km, and it was built nearly 10 years ago.

2. Longitudinal 2: Nansha Port Expressway (Guangdong Expressway S 105) (connecting the international terminal and Guangzhou University Town from north to south).

It has a total length of 65 kilometers and an investment of nearly 7 billion yuan, starting from Luntou Interchange of Huancheng Expressway and ending at Nansha Port Area of Longxue Island. The north of Nansha Avenue (now Panyu Avenue) is two-way eight lanes, and the rest are two-way six lanes. There are 65,438+00 large-scale interchanges and bridges along the line. The whole line was opened to traffic on February 28, 2004.

3. Three verticals: Beijing-Zhuhai Expressway (G4W Guang 'ao Expressway) from Guangzhou to the northern section of Zhuhai (connecting Guangzhou in the north);

It has a total length of 38 kilometers, two-way six lanes and an investment of 4 billion. It starts from Xinzhou Interchange of Ring Expressway and passes through Sha Ting Corner Interchange of University Town and Guangzhou New Town. It is planned to be completed by the end of 2005. (Note: Xinzhou-Hualong section is expressway)

4. Four verticals: Dongxin Expressway (Guangdong Expressway S39) (connecting Guangzhou New Railway Station and Liwan District in the north)

It starts from Dongsha Development Zone, Fangcun, Guangzhou, passes through the east side of Guangzhou South Railway Station to Xinlian Village, Dagang, Panyu, and is connected with Nansha Port. It is 46 kilometers long and has six lanes in both directions. The estimated investment is 6 billion yuan, which will be started on February 28th, 2004 and opened to traffic on February 28th, 20/kloc-0+065438.

5. Five verticals: Pingnan Expressway (along the Yangtze River in the east of Panyu in the north and Nanhai and Chancheng in the west).

It starts from Pingzhou Interchange in the South China Sea on the west line of Guangzhou-Zhuhai, turns to Hualong via Nanda Highway, and reaches Nansha along the coast of Shiziyang. The second phase connects Nanheng Bridge to Longxuedao Port Area. The first phase of the project is 5 1 km long, with six lanes in both directions and an investment of 6 billion yuan, and has not yet started.

6. Horizontal 1: Humen Bridge Expressway-Guangzhou-Zhuhai East Line Expressway (G941KLOC-0/Guanfo Expressway Humen Bridge-Tan Weilijiao +G4W Guang 'ao Expressway Tan Wei-

Hengqin) (Dongguan and Shenzhen in the east, Zhongshan and Zhuhai in the southwest, which have been built for many years)

7. Erheng: Huangsha Expressway (west of Shunde)

It is 35 kilometers from Xiaohu Island in Huangge via Shinan Road, Nansha Avenue and Nansha Port to Shunde. The first phase of the rapid connection with Nansha Port will be opened to traffic from February 5 to April 38, 2005.

8. Sanheng: Xinlong Expressway (Zhongshan and Jiangmen in the west)

It starts from Xinlong Bridge of Nansha International Terminal, crosses Li Hongqi Waterway and Hengmen Waterway, intersects with Guangzhou-Zhuhai East Line, connects Zhongjiang Expressway and reaches Jiangmen area. Nansha, 20 kilometers long, is one of the main dredging channels in Nansha Port. It is planned to start construction at the end of 2005.

9. Siheng: Bandung Expressway (Zhongshan and Jiangmen in the west)

From longxue island shipbuilding base to the west, through Vientiane sand to Zhongshan. A considerable part of this line runs in parallel with Nansha Shugang Railway and Guangzhou-Zhuhai Railway, and the design and construction will be carried out after the above railways are aligned.

10. Wu Heng: Guangzhou South Second Ring Expressway (Guangzhou Ring Expressway G 150 1 Tung Chung to Jiujiang section) (west to Shunde and east to Dongguan).

The West Second Ring Road (G 150 1 Jiujiang-Julong section of Guangzhou Ring Expressway) is located in the north of Nansha area and is open to traffic from the South China Sea.

After entering He Lan Town via Shunde, it will go directly to Tung Chung Town, and will be connected with Guangzhou-Shenzhen Expressway along the Yangtze River via the planned Lotus Hill Bridge in Dongguan in the future. It was opened to traffic on 20 10, 12, 3 1.

Second, the waterway port

Nansha is located in the hinterland of the Pearl River Delta, with dense water networks, numerous rivers and lakes and developed water transport. The completed port facilities include two 25,000-ton Nanwei general cargo terminals, two10,000-ton Dongfa terminals, a 40,000-ton coal terminal of Zhujiang Power Plant and a 30,000-50,000-ton Xiaohudao petrochemical terminal.

On September 28th, 2004, Longxue Island 4x50,000 dwt container terminal was completed. At present, COSCO, Ocean Shipping, Hanjin and Taiping have opened air routes to Europe, America and Southeast Asia. In 2005, it is planned to open 10- 15 international airline, with an annual throughput of 100000 international standard containers. The second phase of the 6x50,000-ton wharf with COSCO and Maersk as shareholders has started and will be completed by the end of 2006. Longxue will build 50 50-80,000-ton wharves in stages, and become a global logistics center based on the Pearl River Delta.

In terms of passenger transport, Nansha new passenger transport has been opened, with a daily round trip to Hong Kong 12, and the whole journey takes only 75 minutes. Together with the nearby World Trade Center, Convention and Exhibition Center, five-star Nansha Hotel and Golf Club, it has gradually become the central business district of Nansha and the western part of the Pearl River Delta.

Rail transit:

According to the traffic planning of Guangzhou and the Pearl River Delta, Nansha will build a number of rail transit. Among them, Guangzhou Metro Lines 3 and 4 will pass through Toyota production base and arrive at Nansha New Passenger Port. It is planned to be completed by the end of 2006 and open to traffic in 2007. The Zhongshan-Nansha-Dongguan "A" traffic connection line of Guangzhou-Shenzhen-Guangzhou-Zhuhai Railway will be started in 2005 and completed in 4-5 years. The proposed Guangzhou-Shenzhen-Hong Kong Express Line, Nansha Island Light Rail Line and Nansha Island Light Rail Line will further implement the planning and step up preparations and construction.

In addition, the planned China-Nansha Port-dredging Railway will go south from Guangzhou New Railway Station along the west of Panyu, turn east in the northwest of Wanqingsha, enter the port area along the Bandung Expressway, and reserve a long-term passage across the Pearl River Estuary to guangzhou-shenzhen railway in the port area. After the line passes through Wanqingsha Marshalling Station, a passage connecting the future Guangzhou-Zhuhai Railway is reserved. Through this railway, the hinterland of Nansha Port is further expanded to South China and the Pan-Pearl River Delta region.

Living environment:

Nansha is located in the middle of the alluvial plain in the Pearl River Delta, surrounded by mountains and waters, with dense water networks, numerous rivers and lakes and beautiful natural environment. There are forest parks such as Huangshan Road, and the only remaining wetlands and mangrove parks in Guangzhou. There are both gold locks and bronze gates on the site of the Opium War, as well as high-grade golf courses. There are both the vast ocean of Lingdingyang, the ocean of lions, and people with small bridges and flowing water. At present, Nansha has a number of tourist attractions and facilities such as Zhou Pu Park, Tianhou Palace, Shuixiang Street, Million Sunflower Garden, Nansha Hotel and Clifford Hotel.

Nansha development plan goes ahead. All projects adopt European environmental protection access standards, which are higher than the national standards of the United States and China. Generally, there are 50m green belts on main roads, 100m green belts in expressway and 200m green belts in expressway. Coastal and riverside areas are planned to have 50-200m green belts. Strict protection policies should be adopted for farmland, and quarries should be closed for greening, so that "there is a forest in the city and a city in the forest". In the foreseeable future, a modern coastal eco-city suitable for entrepreneurial development and living is rising rapidly in the Pearl River Estuary.
