Measures of Wuhan Municipality for the Administration of Civilized Construction of Construction Projects

Article 1 In order to strengthen the management of civilized construction of construction projects, improve the level of civilized construction and maintain a clean and tidy city appearance and environment, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the construction activities such as new construction, renovation and expansion of construction projects and the demolition of buildings and structures within the administrative area of this Municipality and their supervision and management.

The term "construction projects" as mentioned in these Measures refers to all kinds of housing construction and its ancillary facilities and decoration projects, urban roads and bridges, rail transit, landscaping, water supply and drainage, gas and heat, electricity, telecommunications and other municipal infrastructure projects.

The term "civilized construction" as mentioned in these Measures refers to the construction activities that take measures to improve the working environment of the construction site, maintain the health of the construction personnel and reduce the impact on the surrounding environment and city appearance and environmental sanitation. Article 3 The municipal construction administrative department shall be in charge of the civilized construction management of construction projects in the whole city, and the district construction administrative department shall be specifically responsible for the civilized construction management of construction projects within its jurisdiction according to its responsibilities.

Urban management, environmental protection, public security, land planning, water affairs, gardens, housing security, housing management and other relevant administrative departments shall be responsible for the management of civilized construction of construction projects according to their respective responsibilities. Article 4 The construction unit shall be fully responsible for the civilized construction of construction projects. The construction unit shall specify in the contract the civilized construction responsibilities of the survey, construction and supervision units, and create conditions for the civilized construction of the above units. In the construction site with multiple construction units, the construction units should effectively coordinate the civilized construction management.

The construction unit shall incorporate the civilized construction cost into the project cost according to the regulations, and make it clear in the construction contract that it shall be paid to the construction unit in full and on time. Article 5 The construction unit shall be responsible for civilized construction. In the construction project under general contracting, the general contractor shall be fully responsible for civilized construction, and the subcontractors shall obey the management of the general contractor and be responsible for the general contractor.

The construction unit shall prepare a civilized construction plan and organize its implementation, establish a civilized construction responsibility system, and clarify the responsible person. The project manager of the construction unit is the first person responsible for the civilized construction of this project and is directly responsible for the civilized construction of the construction site. Article 6 The supervision unit shall be responsible for the supervision of civilized construction, bring civilized construction into the scope of supervision, review whether the civilized construction scheme meets the relevant standards of engineering construction, and stop the uncivilized construction behavior in time and require the construction unit to rectify it. If the construction unit refuses to make rectification, the supervision unit shall promptly report to the construction unit and the construction administrative department. Article 7 The construction unit shall provide the construction unit with information about underground pipelines such as water supply, drainage, power supply, gas supply, heating, communication, radio and television, meteorological and hydrological observation data, and relevant information about adjacent buildings, structures and underground works, and ensure the truthfulness, accuracy and completeness of the information.

If the construction unit needs to inquire the information specified in the preceding paragraph from the relevant departments or units because of the construction project, the relevant departments or units shall provide it in time.

Survey units shall conduct surveys in accordance with laws, regulations and mandatory standards for engineering construction, and the survey documents provided shall be true and accurate to meet the needs of safe production in construction projects.

The survey unit shall strictly implement the operation rules and take measures to ensure the safety of all kinds of pipelines, facilities and surrounding buildings and structures during the survey operation.

The construction unit shall take special protective measures for adjacent buildings, structures, underground pipelines and other facilities that may be damaged due to construction projects. Article 8 Before a construction project starts, the construction unit shall organize the completion of civilized construction facilities on the construction site and report the civilized construction plan to the construction administrative department. Construction can only be started after on-site inspection and audit by the construction administrative department. Ninth construction projects should be organized within the approved construction site.

To expand the construction site or occupy roads, it shall go through the examination and approval procedures with the relevant departments in advance in accordance with relevant regulations; Urban management and public security departments shall promptly investigate and deal with those who expand the construction site or occupy roads without going through the examination and approval procedures.

If the municipal infrastructure such as roads and gardens around the construction site is damaged due to construction, the construction unit shall repair it in time. Tenth construction units shall, in accordance with the requirements, set up signs on fire control, safety production, environmental protection, civilized construction, general situation of the project and the general plan of the construction site in a conspicuous position on the construction site, and the contents of the signs shall be comprehensive, detailed and accurate.

The construction period of the municipal infrastructure project and the name of the responsible unit shall be publicized in the eye-catching position of the site enclosure; If the traffic is affected, the traffic recovery time and consultation and complaint telephone number should also be publicized. Occupying urban roads beyond the time limit and scope shall be handled by the urban management department in accordance with the relevant provisions of the Regulations on the Administration of Urban Roads (the State Council 198 Order). Eleventh construction site office area, work area and living area should be rationally planned and set up separately.

The construction site shall be provided with entrances and exits that meet the requirements of fire control, and the doors shall be closed. The entrances and exits, roads and material storage sites of the construction site should be hardened and meet the traffic requirements of heavy vehicles. Twelfth construction site closed management, should set up a fixed enclosure, and promote the use of new environmental protection materials. Fences should be inspected, cleaned and refreshed regularly to ensure that they are firm, clean and beautiful.

Main roads and landscape roads, as well as airports, docks, stations, squares and other surrounding construction projects, the enclosure height shall not be less than 2.4 meters; For other sections of the construction site, the enclosure height should be no less than 2m. In the block construction area, enclosures with a height of not less than 1.8m should be set between the construction units.

In principle, municipal infrastructure projects shall be uniformly set up in accordance with the standards stipulated in the preceding paragraph. Under special circumstances, with the approval of the construction administrative department, it can be set up in sections according to the progress of the project. If the construction time is less than 1 month, temporary enclosure can be adopted, but measures should be taken to ensure that sewage and soil on the construction site do not overflow and pollute the road surface.
