You can't. Smoking is prohibited in indoor public places in Hong Kong, including toilets. Hong Kong's Fixed Penalty (Smoking Offences) Ordinance stipulates that law enforcement officers who smoke or carry burning cigarettes, cigars or pipes in statutory no-smoking areas or public transport have the right to issue fixed penalty notices, so they will not be arrested but will be fined.
