In 2003, Zhang Lixing spent 200 million Hong Kong dollars to build a huge imitation European classical building on Zhongzhou Island. The entire island's architectural shape is like a moving luxury liner. Zhang Lixing envisions that Zhongzhou Island will be built into "China's first pedestrian shopping island" and become the "Oriental Venice" integrating tourism, shopping, food, entertainment and leisure.

At that time, Zhang Lixing operated Fuzhou Walter Winery Co., Ltd., Minqing Taishan Holiday Hotel, Minqing Refractory Building Materials Factory and other industries in Fuzhou. When Zhang Lixing was young, his appearance was similar to the male protagonist of the popular Yugoslav movie "Walter Defends Sarajevo" in the 1980s. He was called "Walter" and became famous for a while. The Zhongzhou Island project is also nicknamed "Walter's defense of Zhongzhou Island".

However, over the years, Zhongzhou Island’s operations have never been on track. In the early stage, investment promotion around leisure, entertainment, catering and other projects has not taken off. In 2006, the "Strait International Clothing Wholesale City" settled in, and in 2007 it was repositioned as a wholesale market for small commodities, clothing, and curtains. As of the end of 2015, it has not changed.

During this period, Zhongzhou Island has always been involved in property rights disputes and has been criticized. In early 2009, the Zhongzhou Island land parcel was re-planned as the land for the Fujian Provincial Science and Technology Museum. However, due to the high demolition costs involved in the renovation, there were many obstacles. Therefore, the new Fujian Provincial Science and Technology Museum found a new location for construction.
