"Mortgage" and "guarantee" form false creditor's rights and debts by charging high interest, inflating loan amount, maliciously creating breach of contract, arbitrarily identifying breach of contract and destroying repayment evidence. And illegally occupy the victim's property, vehicles and other property by means of litigation, arbitration, notarization or violence or threats.

After investigation according to law, it was found that the gang involved was suspected of organizing, leading, participating in activities organized by underworld organizations, illegally absorbing public deposits, false litigation, fraud, robbery, stirring up trouble, extortion, illegal detention, harboring and other crimes.

In order to completely destroy the mafia-related criminal group and eliminate the hidden danger of social security, Qinhuangdao Public Security Bureau has decided to openly collect clues about crimes committed by Shan, Liu Zhen, Gu Xing and their members from all walks of life and the broad masses of the people from now on, and invite the broad masses of the people to actively report and expose them. Rewards ranging from RMB 1000 yuan to RMB 5,000 yuan will be given to clues about illegal crimes that the public security organs have not yet mastered. The public security organs should keep the identity information and report contents of informants strictly confidential, and those who disclose the identity information of informants or take revenge against informants will be severely and quickly punished according to law.
