The higher education of Hunan University of Arts and Sciences began with Changde Normal College established in 1958. It has successively brought together Changde College, Changde Branch of Hunan Agricultural College, Changde Education College, and Changde Urban and Rural Construction Vocational and Technical College. The school and Changde Art School had their own academic and professional advantages. In 1999, it was upgraded to an undergraduate degree and renamed Changde Normal University. In 2003, it was renamed Changde Normal University.
