Luliang City Liulin Spring Area Water Resources Protection Regulations
Chapter 1 General Provisions Article 1 In order to strengthen the protection and management of water resources in the Liulin Spring area, rationally develop and utilize the water resources in the spring area, and improve the water ecological environment, in accordance with the "Water Law of the People's Republic of China" , the "Law of the People's Republic of China on the Prevention and Control of Water Pollution", the "Regulations on the Protection of Spring Water Resources of Shanxi Province" and relevant laws and regulations, and combined with the actual conditions of this city, these regulations are formulated. The scope of the second Liulin Spring Water Resources Protection Area: the eastern boundary is bounded by the surface watershed of the Sanchuan River and the Fenhe River Basin, from the northeast to the Shentangou in Nanshan County - Huangtuwan in Lishi District - Hounangou - Zhongyang County Triangle Village - Deer Ming - on the stone slab.
The southern boundary is bounded by the southern watershed of Nanchuan River and Guozhuang Spring Area, from west to east at the bottom of Liujiazhuang-Fengwei-Wangshan Mountain in Zhongyang County.
The western boundary is Baiwen in Linxian County - Baoziyu - Qikou - Mengmen in Liulin County - Jundu - Qianxiaocheng - Huijiaping - Nuanquan in Zhongyang County - Tianjiashan.
The northern boundary is bounded by the surface watershed of Puming River in Lan County, Qiushui River in Lin County and Beichuan River in Lin County, from west to east Tielugou-Xinghuagou in Lin County-Xiadaipo-Xigou in Fangshan County - Shentanggou.
The Liulin Spring Reserve includes all of Lishi District and Fangshan County, most of Zhongyang County and Liulin County, the eastern and southern parts of Linxian County, and the southern part of Xingxian County. Article 3 These Regulations shall apply to all activities involving the development, utilization, protection and management of spring water resources within the Liulin Spring Water Resources Protection Area. Article 4 The water resources protection work in Liulin Spring Area shall adhere to the principles of unified planning, hierarchical management, equal emphasis on water quantity and water quality protection, and coordination between rational development and sustainable utilization. Article 5 The municipal and county (district) people’s governments shall strengthen leadership over the protection and management of water resources in the Liulin Spring Basin, incorporate the protection of water resources in the Liulin Spring Basin into the national economic and social development plan, and incorporate the protection and management of water resources in the Liulin Spring Basin into the national economic and social development plan. Funds are included in the fiscal budget of the same level, and relevant departments are organized and coordinated to perform their duties in accordance with the law. Article 6 The municipal water administrative department is responsible for the protection and management of water resources in the Liulin Spring area.
The county (district) water administrative department is responsible for the protection and management of water resources in the Liulin Spring area within its own administrative region.
Administrative departments of development and reform, economy and informatization, environmental protection, urban and rural planning, housing and urban and rural construction, land and resources, transportation, forestry, agriculture, coal and other administrative departments of the municipal and county (district) people's governments Responsible for the protection and management of water resources in the Liulin Spring area according to their respective responsibilities. Article 7 The municipal and county (district) people's governments shall strengthen the publicity of water conservation, water resource protection and water pollution prevention, and commend and reward units and individuals who have made outstanding achievements in the protection and management of water resources in the Liulin Spring area. Chapter 2 Planning and Protection Article 8 The municipal water administrative department shall work with relevant municipal departments to prepare a water resources protection plan for the Liulin Spring area, and submit it to the Municipal People's Government for approval before it is announced and implemented.
The preparation of the Liulin Spring Water Resources Protection Plan should extensively solicit opinions from relevant municipal government departments, county (district) governments, experts and the public, conduct multi-faceted comparisons and demonstrations, make overall plans and prepare scientifically.
The approved plan is the basic basis for the development, utilization, protection and management of water resources in the Liulin Spring area. Changes to the plan must be approved by the original approving authority in accordance with the planning preparation procedures. Article 9 The preparation of plans for urban and rural construction, land development, mining, water conservancy, forestry, agriculture, tourism, etc. shall be coordinated with the Liulin Spring Area water resources protection plan. Article 10 The Liulin Spring Water Resources Protection Area implements graded protection in accordance with the hydrogeological characteristics and water resources protection requirements, and obvious protection signs are set up in the protection areas at all levels. Article 11 The first-level protected area is the section of the Sanchuan River valley from Xiabaishuang to Kangjiagou in Liulin County, which is a key protected area.
In the above-mentioned areas, the following activities are prohibited:
(1) New construction, reconstruction, and expansion of construction projects that have nothing to do with water supply facilities and water source protection;
(2) ) Unauthorized digging of springs, interception, and water diversion;
(3) Mixed extraction of groundwater from different aquifers;
(4) Newly dug karst water wells for use other than rural drinking water ;
(5) Direct discharge of karst water from mines; (6) Dumping and discharge of industrial waste residues, municipal garbage, sewage and other wastes;
(7) Lining of closed river floors ;
(8) Carry out coal mining, mining, rock excavation and underground engineering construction in the spring water exposure zone. Article 12 The secondary protection zone is the leakage area in the following river valley sections:
(1) The valley section from Xixiangwang to Dawu Beichuan River in Fangshan County;
(2) Li The section of the Xiaodongchuan River Valley from Yancun, Shi District to Chejiawan;
(3) The section of the Dongchuan River Valley from Shangwangyingzhuang to Tianjiahui, Lishi District;
(4) ) The section of the Chenjiawan Reservoir in Zhongyang County to the Nanchuan River Valley section of the county seat;
(5) The section of the Sanchuan River Valley in Lijiawan, Liulin County. Within the above-mentioned areas, the following activities are prohibited:
(1) New construction, reconstruction, and expansion of construction projects that consume large amounts of water or pollute water resources;
(2) Lining the bottom of closed rivers ;
(3) Use rivers, seepage pits, seepage wells, fissures, etc. to discharge sewage and other hazardous waste;
(4) Use permeable layers to store oil, natural gas, radioactive materials, Hazardous and toxic chemical raw materials and pesticides;
(5) Construction of urban garbage, feces and soluble, hazardous and toxic waste dump sites. Article 13 Protected areas other than the first and second level protected areas shall comply with the following regulations:
(1) Control the exploitation of karst groundwater;
(2) Rationally develop pores and fissures Groundwater;
(3) Strictly control the construction of construction projects that consume large amounts of water or pollute water resources;
(4) Do not use seepage pits, seepage wells, karst caves, and abandoned drill holes. The discharge of industrial wastewater, urban domestic sewage, and dumping of sewage, waste residue and urban domestic garbage;
(5) Prohibition of mixed mining of groundwater from different aquifers;
(6) On the surface Within the water supply scope of water projects, groundwater wells will be closed and mined.
