Kaili belongs to the prefecture-level administrative capital of Qiandongnan Autonomous Prefecture in Guizhou Province.

Kaili City is located in the southeast of Guizhou Province, at the foot of Miaoling Mountain and beside Qingshui River in the transition zone from Yunnan-Guizhou Plateau to Mid-levels. It is the seat of the state capital of Qiandongnan Miao and Dong Autonomous Prefecture and an important part of the Central Guizhou Economic Zone.
