The organs of self-government of Autonomous County are located in Bama Town. Article 3 The organs of self-government of autonomous counties are autonomous county people's congresses and autonomous county people's governments.

The organs of self-government of autonomous counties practice the principle of democratic centralism.

The organs of self-government of autonomous counties exercise the functions and powers of local state organs at the county level in accordance with the Constitution, exercise the right of self-government in accordance with the limits of authority prescribed by the Constitution, the Law on Regional National Autonomy and other laws, and implement the laws and policies of the state according to the actual situation of autonomous counties. Article 4 The organs of self-government of autonomous counties lead the people of all ethnic groups in the county to adhere to the people's democratic dictatorship, adhere to the socialist road, oppose bourgeois liberalization, focus on economic construction, adhere to the policy of reform and opening up, do a good job in building material and spiritual civilization, and strive to build autonomous counties into ethnic autonomous areas with national equality, national unity and national prosperity. Article 5 The organs of self-government of autonomous counties shall adopt special policies and flexible measures to accelerate the development of economic and cultural construction in autonomous counties according to the actual situation and without violating the principles of the Constitution and laws.

When the organs of self-government of autonomous counties implement the resolutions, decisions, orders and instructions of state organs at higher levels, if they are in conflict with the law on regional ethnic autonomy, they shall be implemented according to the law on regional ethnic autonomy and reported to the higher authorities for the record; If it is not suitable for the actual situation of the autonomous county, it shall be reported to the state organ at a higher level for approval, flexible execution or suspension of execution. Article 6 The organs of self-government of autonomous counties attach great importance to the overall interests of the country and actively complete various tasks assigned by state organs at higher levels. Article 7 The organs of self-government of autonomous counties safeguard national unity, guarantee the observance and implementation of the Constitution and laws in autonomous counties, develop socialist ethnic relations of equality, unity and mutual assistance among all ethnic groups, and prohibit ethnic discrimination and ethnic division.

The organs of self-government of autonomous counties ensure that all ethnic groups have the freedom to use and develop their own spoken and written languages and to maintain or reform their own customs and habits. The organs of self-government of the eighth autonomous counties inherit the glorious revolutionary tradition, carry forward the spirit of hard work, courage to struggle, unity and mutual assistance of all ethnic groups, and strengthen the construction of socialist spiritual civilization with national characteristics. Advocate the public morality of loving the motherland, people, labor, science and socialism, cultivate citizens with ideals, morality, culture and discipline, and constantly improve the political, ideological, scientific and cultural level of people of all ethnic groups. Article 9 The organs of self-government of autonomous counties widely publicize and educate citizens about socialist democracy and socialist legal system, protect the legitimate rights and interests of citizens of all ethnic groups, punish all hostile elements who oppose and undermine the socialist system according to law, and crack down on economic crimes and criminal activities. Chapter II Organs of Self-government of Autonomous County Article 10 The people's congresses of autonomous counties are the organs of state power of autonomous counties.

In the Autonomous County People's Congress, the number and proportion of representatives of Yao and other ethnic minorities shall be determined by the Standing Committee of the Autonomous County People's Congress in accordance with the principles prescribed by law and reported to the Standing Committee of the Autonomous Region People's Congress for the record.

The Standing Committee of the Autonomous County People's Congress is the permanent organ of the Autonomous County People's Congress, and is responsible for and reports its work to the Autonomous County People's Congress.

Among the members of the Standing Committee of the Autonomous County People's Congress, the proportion of Yao citizens should be higher than the proportion of their population, and there should be Yao citizens as directors or deputy directors.

The Standing Committee of the Autonomous County People's Congress shall set up offices according to the needs of the work. Eleventh Autonomous County People's Government is the executive organ of the Autonomous County People's Congress and the state administrative organ of the Autonomous County.

Autonomous County People's Government shall be responsible for and report on the work of the Autonomous County People's Congress and the Autonomous Region People's Government. When the Autonomous County People's Congress is not in session, it shall be responsible to the Standing Committee of the Autonomous County People's Congress and report its work.

The county magistrate of the Autonomous County is a Yao citizen. Autonomous County People's Government is composed of county magistrate, deputy county magistrate, director and director. The proportion of Yao members should be higher than that of its population.

Autonomous County People's government implements the county magistrate responsibility system, and the county magistrate presides over the work of the people's government.

The proportion of Yao people in the staff of various departments under the Autonomous County People's Government may be higher than that of its population. Article 12 The organs of self-government of autonomous counties shall, according to the principles stipulated by state organs at higher levels and the characteristics and needs of autonomous counties, decide on the establishment and establishment of working departments.

The organs of self-government of autonomous counties can determine the number of people recruited from various ethnic groups and rural population in the total index of recruits assigned to autonomous counties by state organs at higher levels; The conditions for recruiting Yao personnel can be appropriately relaxed.

Enterprises and institutions affiliated to state organs at higher levels in autonomous counties shall give priority to recruiting local ethnic minorities when recruiting personnel.

The vacancy of attrition in the establishment of state organs, enterprises and institutions in Autonomous County shall be supplemented by the Autonomous County's independent arrangement.
