Sichuan province disinfection regulations

Chapter I General Provisions Article 1 In order to strengthen disinfection management, prevent and control the spread of infectious diseases, and ensure the health of citizens, these Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Measures for the Implementation of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, combined with the actual situation in Sichuan. Article 2 These Regulations shall apply to articles and places that need to be disinfected within the administrative area of Sichuan Province, as well as institutions or individuals engaged in disinfection services, production and operation, supervision, monitoring and management in disinfection products. Article 3 The health administrative department of the people's government at or above the county level shall be in charge of the supervision and administration of disinfection and hygiene within its jurisdiction.

The drug supervision, industrial and commercial administration and other relevant departments of the people's governments at or above the county level shall be responsible for disinfection management according to their respective responsibilities. Chapter II Disinfection Management of Institutions, Places and Articles Article 4 The administrative department of health shall supervise and manage the disinfection of the following institutions, places and articles:

(1) Medical and health service institutions;

(two) family planning technical service institutions;

(3) nurseries and institutions for the aged;

(4) experimental institutions for pathogenic microorganisms;

(5) Funeral services;

(6) Laundry and old clothes for rent and sale;

(seven) student dormitories (apartments) and places where floating population live in concentration;

(8) Hotels, inns, guest houses, canteens, restaurants, hotels, cafes, bars and teahouses;

(9) Public bathrooms, barber shops and beauty salons;

(ten) cultural and entertainment places and swimming places;

(eleven) waiting room (plane, ship), public transport;

(twelve) institutions and places that need to be disinfected as stipulated by the national or provincial health administrative department. Fifth medical and health service institutions and family planning technical service institutions shall formulate disinfection management system, regularly carry out disinfection effect monitoring, and abide by the following provisions:

(1) Training staff in disinfection knowledge and skills;

(two) the implementation of national disinfection technical specifications, standards and regulations;

(three) shall not reuse disposable sterile medical supplies;

(four) the occurrence and discovery of the spread, outbreak and epidemic of infectious diseases shall be reported in accordance with the provisions, and effective disinfection measures shall be taken in time to reduce the harm;

(five) according to the relevant provisions of the national and provincial health administrative departments to deal with sewage and dirt, and in line with the relevant national health standards. Prohibit the sale, transfer and gift of medical waste;

(six) the relevant departments of new construction, reconstruction and expansion shall comply with the provisions of the provincial health administrative department on the prevention of hospital infection. Article 6 The following institutions, places and articles shall be disinfected according to regulations:

(a) nurseries and pension institutions shall establish and improve the disinfection management system, and regularly disinfect indoor air, tableware, toys and other places and articles in accordance with the provisions and requirements of the administrative department of health;

(2) Experimental institutions of pathogenic microorganisms shall abide by relevant disinfection management systems and operating procedures, and disinfect experimental equipment and contaminated articles in accordance with the provisions of the administrative department of health to prevent infectious diseases and the spread of pathogenic microorganisms;

(3) Funeral parlours, crematoriums, places where corpses are parked and vehicles transporting corpses shall establish a regular disinfection system and carry out disinfection treatment in a timely manner in accordance with the provisions of the administrative department of health;

(4) Disinfect epidemic spots of infectious diseases according to the requirements of relevant national laws and regulations and technical specifications and standards for disinfection of epidemic spots;

(five) units and individuals engaged in washing clothes and renting or selling used clothes shall disinfect related articles and places according to the requirements of the administrative department of health;

(6) Schools, units and institutions where floating population live in concentrated communities shall, in accordance with the provisions of the administrative department of health, regularly disinfect student dormitories (apartments), living places and articles of floating population.

Article 4 The disinfection management specified in Items (8), (9), (10) and (11) shall be implemented in accordance with the relevant provisions of the Food Sanitation Law of People's Republic of China (PRC), the Regulations on Hygiene Management in Public Places and the Measures for the Supervision and Management of Drinking Water Hygiene. Seventh disinfection should use disinfection products and disinfection methods that meet the relevant technical specifications and standards. Chapter III Administration of Disinfection Service Institutions Article 8 The establishment of disinfection service institutions shall be examined and approved by the administrative department of health, and after obtaining the Hygiene Permit for Disinfection Service Institutions, it shall apply to the local administrative department for industry and commerce for issuing a business license before it can carry out disinfection service business. The general disinfection method of disinfection and sterilization shall be examined and approved by the municipal (state) health administrative department; The use of ionizing radiation, ethylene oxide and other special methods for disinfection and sterilization shall be approved by the provincial health administrative department.

When applying for examination and approval, the disinfection service institution shall provide the relevant information stipulated by the provincial health administrative department. The administrative department of health shall, within thirty days from the date of receiving the application, approve the qualified ones; Do not meet the conditions, should give a reply and explain the reasons. Article 9 The conditions for the establishment of disinfection service institutions shall be stipulated by the provincial health administrative department. Chapter IV Management of Production and Operation in disinfection products Article 10 An application shall be submitted to the provincial or municipal health administrative department for the establishment of a production enterprise in disinfection products and a production disinfection products, and the health administrative department shall, within 30 days from the date of accepting the application, issue the disinfection products Production Enterprise Health Permit and the disinfection products Health Registration Certificate number to those who meet the requirements; Do not meet the conditions, should give a reply and explain the reasons.

Where a production enterprise that has obtained the Hygiene License for Production Enterprises in disinfection products changes its name, legal representative, production category and relocation, it shall go through the registration of change. If another branch factory (workshop) is set up, a new license shall be applied.

The production of disposable sanitary products shall be filed with the municipal public health administrative department.

The classified catalogue of disinfection products shall be formulated and published by the provincial health administrative department.
