If negotiation fails, the tour operator shall refund the expenses to the tourists after deducting the ground connection or other expenses that must be paid. Tourism operators shall coordinate the refund of the fees to the tour groups and performance assistants, and provide evidence that the relevant fees have been paid and cannot be refunded, so as to minimize the losses suffered by tourists due to the epidemic situation or epidemic prevention and control measures.
