Is Dalian the capital?

Dalian is not a provincial capital city, but a prefecture-level city in Liaoning Province.

Dalian, also known as Bincheng, is a sub-provincial city and a city under separate state planning. It is an important central city, port and scenic tourist city along the northern coast of China as determined by the State Council.

The basic landform of Dalian is high in the middle, gradually decreasing to the east and west sides until the seaside, forming the landform of mountainous hilly peninsula. There is little difference in elevation and fluctuation height of positive landform in the whole region. Therefore, the terrain elevation is 800 meters above sea level as the dividing line between Zhongshan and low mountains, 400 meters above sea level as the dividing line between low mountains and hills, and 120 meters above sea level as the dividing line between hills and terraces.
