If the hotel is not listed, is it a one-star hotel or a quasi-one-star hotel?

Unlisted hotels don't mean a star, or even a star.

The general process of star-rated hotels is as follows: hotel application-clear investigation by tourism bureau-unannounced visit-approval-star brand award-tag-indicating that it will be a star-rated hotel in the future.

And some very good hotels are not star-rated hotels before they have finished this process. They can be said to be built according to five-star, four-star and three-star standards ... including environment, facilities, services and catering, which is similar to what star standard.

There may be some hotels built according to five-star standards, and the cost will be much higher than that of quasi-five-star hotels.
