Is it considered workplace bullying if a leader force-feeds an employee alcohol?

Forcing a leader to drink alcohol on his employees is indeed workplace bullying.

Leaders rely on their special status to force employees to accept burdens that have nothing to do with work. Therefore, this behavior goes against the personal wishes of employees. Therefore, it falls within the scope of bullying.
