It is impossible to rebuild a residential building into a hotel, because the residential building is designed according to the fire resistance grade III, and the hotel requires the fire resistance grade II. Firstly, the beams and columns can't meet the requirements, and secondly, the evacuation of residential buildings requires stairs of 0.9m, and the hotel requires 1.2m, which is impossible.
