The simultaneous implementation of the "eight methods" means that relevant departments in various places will boldly explore and adopt different measures based on local conditions to promote re-employment. Its measures mainly include the following aspects.

First, strengthen the construction and management of the labor market and improve the re-employment service system. The first is to develop and standardize the labor market. New labor markets in Zhengzhou, Sanmenxia, ??Shangqiu and other places have been put into operation. The site area, market functions, service levels, and personnel quality have been significantly improved compared with the past, providing good services for the reemployment of laid-off workers. In order to standardize the order of the labor market, the province has carried out labor market clean-up and rectification work. Currently, 279 illegal employment intermediaries have been investigated and dealt with, 50 "Employment Agency Licenses" have been revoked, and 213 have been suspended or rectified within a time limit. The municipal health department waives health management fees for enterprises that place laid-off workers and individuals who are self-employed. In the past three years, more than 100,000 laid-off and unemployed people have been re-employed in Zhengzhou City, half of whom are laid-off workers.

Third, continue to carry out re-employment assistance operations to promote the smooth re-employment of laid-off workers out of the center. Since last year, a large number of laid-off workers have been leaving the centers after the three-year agreement expired. In order to ensure a balanced exit from the centers and avoid unstable factors, the province has launched a re-employment assistance operation focusing on the three major themes of "promoting employment, ensuring livelihood, and receiving insurance" , taking eight major measures, including policy consultation, providing employment information and career guidance, and labor security agency, to provide re-employment assistance to laid-off workers and unemployed persons whose agreement period has expired or is about to expire. Labor and security departments at all levels in Zhengzhou City have distributed more than 6,000 policy brochures, extended more than 5,200 social insurance links to laid-off and unemployed people, provided more than 56,000 pieces of employment information free of charge, and assisted more than 11,400 people to achieve re-employment. Last year, there were a large number of people leaving the centers in the province, and conflicts were prominent. However, through the reemployment assistance operation, no major social fluctuations occurred during the peak period.

Fourth, implement the assistance program and mobilize the whole society to promote re-employment. By the end of 2001, there were actually 500,000 laid-off workers in Henan Province, including 260,000 in state-owned enterprises, 77,500 laid-off workers who had not terminated their labor relations and were re-employed and had difficulty living after leaving the center, and another 230,000 unemployed people. It is expected that 300,000 new laid-off workers will be added this year, and with the 500,000 new urban labor force added every year, the total number of people in need of employment in cities and towns this year will be about 1.5 million. Only about half of the jobs can be provided throughout the year, and the contradiction between supply and demand is very prominent.

Financial difficulties are common and employment service centers are stretched beyond their capabilities. Financial difficulties are common across Henan Province, mostly related to food finance. There is a serious lack of investment in labor market construction funds and re-employment promotion funds in various places. There is no venue for holding re-employment job fairs for laid-off workers. It is difficult to easily and quickly deliver career information to laid-off workers. The office funds of most city and county employment service agencies have not been secured, and even the survival of some local employment service agencies has become a problem. There are more than 40,000 centrally laid-off workers in Kaifeng City, and it is currently extremely difficult to even raise funds for basic living security for laid-off workers.

It is difficult for laid-off workers to terminate their labor relations after leaving the center. Enterprises in difficulty are unable to pay economic compensation and historical debts. According to the investigation, in 2000, the historical debts of enterprises (including wages, social insurance, fund-raising funds, mortgages, medical expenses, housing provident funds, etc.) involved 453,300 laid-off employees, amounting to 5.923 billion yuan, and economic compensation should be paid The average per capita debt is 6,316 yuan, and the historical debt per capita is 13,100 yuan. According to statistics, 223,700 workers were laid off when their contracts (agreements) expired in the province in 2001. This year, nearly 120,000 workers were laid off when their labor contracts expired. The contracts of these people have expired, and most of them have no employment prospects. According to national policies, they are included in unemployment insurance. Each person needs about more than 10,000 yuan in economic compensation, but most companies are currently unable to fulfill it. The laid-off workers who have stayed in the "center" for three years are worrying about their future, and companies are once again pushed to the forefront in the face of their resurgence. Looking at the province as a whole, about 69% of laid-off workers are unable to solve this problem because their companies are in a state of half-stop production.
