Regulations of Guigang Municipality on Urban Road Management

Chapter I General Provisions Article 1 In order to strengthen the management of urban roads, ensure the integrity of urban roads, give full play to the functions of urban roads, and promote urban economic and social development, these Regulations are formulated in accordance with the Regulations on the Administration of Urban Roads and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, maintenance, repair and road administration of urban roads within the administrative area of this Municipality. Article 3 Urban roads mentioned in these Regulations include carriageways, sidewalks, public squares, public parking lots, bridges across rivers, overpasses, footbridges, elevated roads, tunnels, culverts, underground passages and other ancillary facilities within urban planning areas.

Urban road ancillary facilities include road lighting, road nameplates, sidewalk guardrails, lane guardrails, safety islands, etc.

The red line of road planning or the places where social motor vehicles and pedestrians are allowed to pass between the existing road sideline and buildings (structures), as well as the roads in industrial parks managed by urban road management departments and roads with public transport functions invested by non-government should be included in the scope of urban roads for management. Article 4 The principle of combining unified management with graded responsibility shall be applied to urban roads. Fifth city and county (city, district) people's government should strengthen the organization and leadership of urban road management.

City, county (city, district) urban management administrative department is the competent department of urban road administration in this area, responsible for urban road maintenance, repair and road administration.

City, county (city, district) housing construction, public security, natural resources, transportation, ecological environment, market supervision, water conservancy and other administrative departments shall do a good job in urban road management within their respective functions and duties. Sixth any unit or individual has the right to report and complain about the occupation or damage of urban roads. The department that accepts reports and complaints shall handle them in a timely manner; If it is not within the scope of responsibilities of this department, it shall be handed over to the department that has the right to handle it in time. Chapter II Planning and Construction Article 7 The municipal and county (city) people's governments shall organize administrative departments in charge of development and reform, housing construction, natural resources, urban management, transportation, public security and water conservancy. According to the overall planning of urban land and space, formulate the development plan of urban roads within their respective administrative areas.

City, county (city) urban road construction administrative departments shall, according to the urban road development plan, formulate the annual construction plan, and solicit the opinions of water supply, drainage, gas, power supply, communications and other relevant units and the public, and report to the people's government at the same level for approval before promulgation and implementation. Eighth urban road construction should adhere to the principles of unified planning, rational layout, underground first and supporting implementation, and strictly implement the construction procedures and quality standards.

Urban water supply, drainage, gas, power supply, communication, fire protection and other facilities attached to urban roads should be designed and constructed simultaneously with urban roads.

The construction, reconstruction and expansion of qualified urban roads should be carried out in accordance with the plan, and infrastructure construction such as underground common ditch and new energy vehicle charging should be carried out simultaneously. Article 9 The design and construction of urban roads shall conform to the relevant technical standards and norms of the state and the autonomous region, and comply with the following provisions:

(1) Where directional isolation facilities are provided or isolation facilities are provided between motor vehicle lanes and non-motor vehicle lanes, openings meeting the requirements of safe sight distance shall be set reasonably;

(two) the construction of barrier-free facilities should be synchronized with the design, construction and acceptance of the main project, and the new barrier-free facilities should be connected with the surrounding barrier-free facilities;

(3) Pedestrian crossing facilities should be built in areas with relatively concentrated pedestrian flow on expressways and main roads;

(four) the construction of roads and ancillary facilities shall meet the requirements of flood control and drainage;

(five) in the hospital, the school street section, the key intersection should be set to widen the road section;

(6) Anti-falling nets shall be set for various inspection wells.

Using the urban road conditions, it is necessary to plan and build public transport lanes and harbor-type public transport stop platforms. Tenth urban road construction units in the preparation of new construction, renovation and expansion of urban road design documents, should seek the opinions of housing construction, natural resources, urban management, public security, transportation, ecological environment, water conservancy, emergency, water supply, drainage, power supply, gas, communications and other related units and the public. Eleventh urban road construction units should take technical protection measures for pipelines, pole lines and other facilities in the construction process. If relocation is really necessary, the construction unit and the property owner or manager shall agree on the relocation plan and move in time. Twelfth city road construction project is completed, the construction unit shall organize the survey, design, construction, project supervision and other relevant units for completion acceptance. Municipal engineering quality supervision institutions shall supervise the acceptance work.

Urban roads that have not been completed and accepted or are unqualified for completion and acceptance shall not be put into use. Thirteenth city road construction project after completion and acceptance, the construction unit shall, within thirty days from the date of completion and acceptance, handle the transfer formalities with the administrative department of city road.

When handling the transfer of urban road construction projects, the following conditions shall be met:

(a) to complete the design of the construction project and the contents of the contract;

(2) All construction machinery, equipment, materials and temporary enclosure of the project shall be evacuated from the site;

(three) the technical data of project completion meet the requirements of file management;

(4) Other conditions stipulated by laws and regulations.
