Promoting the High-quality Development of Beijing Tourism during the Tenth Five-Year Plan Period

Recently, the Beijing Municipal Development and Reform Commission and the Beijing Municipal Bureau of Culture and Tourism jointly formulated and issued the Action Plan for Promoting High-quality Tourism Development in Beijing during the Tenth Five-Year Plan (hereinafter referred to as the Action Plan).

According to the action plan, in 2025, Beijing will initially establish a modern tourism industry system with deep integration of culture and tourism, and add a number of world-class tourist attractions and boutique tourist routes with profound cultural heritage and distinctive features. The international first-class service system of tourism enterprises with both host and guest and urban-rural coordination will be basically improved, and the international, standardized, convenient and intelligent tourism service environment will be significantly improved.

According to the action plan, Beijing plans to create four new 5A scenic spots, five 3A scenic spots will be upgraded to 4A, and two 2A scenic spots will be upgraded to 3A. A number of national-level global tourism demonstration zones, cultural tourism consumption demonstration cities, rural tourism key villages and towns, and tourist and leisure blocks will be listed. Cultivate the first batch of municipal tourist resorts. Create a "one south and one north" historical and cultural heritage boutique tourism belt, focus on industrial mine site tourism in the east and west, and newly develop a number of national red tourism classic scenic spots.

The Action Plan emphasizes improving the quality of tourism accommodation, building a "fast-forward" and "slow-traveling" tourism transportation network, and systematically supplementing tourism supporting infrastructure. Layout boutique hotels, improve the quality of star-rated hotels, improve the reception function of business tourism in the central city and plain new city, and build a number of destination-oriented high-quality hotels, small and medium-sized boutique hotels and characteristic rural residential clusters in the suburbs of Beijing. We will build suburban railway lines to serve Beijing's outings, and implement a number of tourism services and infrastructure projects such as roads, parking lots, tourist service centers and tourist toilets.
