Accelerate the pace of county industrialization, urbanization and agricultural modernization, and the agricultural and rural economy will develop steadily. The added value of agriculture reached 11.5 billion yuan, an increase of 5%.

Accelerating the pace of integration of industrialization and informatization, manufacturing enterprises above designated size have generally adopted computer-aided technology. The added value of high-tech products accounts for 40% of the added value of industries above designated size. Innovation drive is becoming a powerful force for economic development.

The "Four-Year Action Plan" for accelerating the development of the service industry has been fully implemented, and the contribution rate of the service industry to economic development has been increased. Throughout the year, 591 service industry projects with an investment of more than 10 million yuan were started (restarted), and the added value of the service industry reached 66 billion yuan, accounting for 41% of the regional GDP.

The construction of urban central business districts and service industry clusters has achieved remarkable results. The development potential of special tourism such as seaside, hot springs and valley areas continues to increase. The logistics industry has achieved remarkable results in quality improvement and upgrading, with an added value of 20 billion yuan, an increase of 7.5%. Yingkou Port modern logistics and other service platforms were put into use. There are 46 new national A-level logistics enterprises and 15 provincial-level modern logistics demonstration enterprises.

Yingkou’s electronic trading platforms for auto maintenance products and bulk commodities are running smoothly, Alibaba (Yingkou) Industrial Belt is running online, and Yingkou Xinglong and other trading companies’ online malls are accelerating the construction. E-commerce has become a new highlight in the development of modern service industry.

(2) With the deepening of reform and opening up, the vitality of economic and social development has been continuously enhanced.

New progress has been made in reforms in key areas. The reform of the administrative approval system and the streamlining of administration and decentralization of powers were comprehensively advanced, with 148 items such as administrative approval being canceled and 271 items being delegated to lower levels. The reform of the industrial and commercial registration system is advancing steadily, with newly registered enterprises and corporate enterprises in the city increasing by 49.8% and 59.6% respectively. Support the development of the real economy, temporarily exempt some small and micro enterprises from value-added tax and business tax, and halve the income tax for small and micro enterprises by 150 million yuan, benefiting 4,256 enterprises; cancel or reduce administrative fees and funds, reducing the burden on enterprises by 120 million yuan; By expanding the scope of the "business tax to value-added" pilot program, a direct tax reduction of 600 million yuan was achieved, benefiting 2016 enterprises. Fiscal reforms such as centralized treasury payments have been solidly advanced, comprehensive taxation has been implemented, and fiscal and taxation management has been continuously strengthened. The screening of government debts has basically been completed, and debt management has been further standardized. Comprehensive rural reform has been solidly advanced, and 160,000 acres of land rights have been confirmed, registered and certified, and the collective forest rights registration and certification rate is 97.6%. The port-city linkage achieved new breakthroughs. Actively integrating into the national “Belt and Road” strategy, the Liaoning-Shandong land-sea freight channel has opened, and the Yingman-Europe direct international freight train has opened. Yingkou’s status as a “bridgehead” on the east line of the Eurasian Continental Bridge has been highlighted. The feasibility study report of the Comprehensive Bonded Zone passed expert evaluation, the application for the China-Korea Free Trade Demonstration Zone was officially launched, and the Bayuquan Port Logistics and Trade Park was rated as "National Excellent Logistics and Trade Park". The annual port cargo throughput was 330 million tons, an increase of 3%; the container volume was 5.6 million TEUs, an increase of 5.6%. A major development pattern of port-city linkage and interconnection is taking shape.

Opening up to the outside world has achieved new results. With the comprehensive implementation of investment promotion and capital selection, the city's actual utilization of foreign investment was 1.4 billion US dollars, an increase of 5.3%; the introduction of domestic investment was 42.2 billion yuan, an increase of 20%. Throughout the year, 1,170 projects with an investment of more than 10 million yuan were started (resumed), including 602 projects with an investment of more than 100 million yuan. The construction and development of the park have achieved new results.

Urban management continues to be strengthened. Special rectification efforts on illegal construction, traffic order, advertising plaques, etc. have been intensified, and the city's appearance has been greatly improved. Land audits will be carried out in a solid manner and land management will be more standardized. The construction of smart cities has been accelerated, the special design of the city's basic data and public information sharing platform has been completed, and urban management has entered a refined and scientific track.

Urban functions are constantly improving. All facilities of Lanqi Airport are fully completed and will be opened to navigation soon; Huaneng Yingkou Xianrendao Thermal Power Project has started construction; the main construction of the municipal waste treatment plant has been completed; the reconstruction projects of 12 streets including Xinhua Road and Jianshe Street have been completed; Dahanhe and Daqinghe Districts The dredging and flood control project of the Daliao River section has been completed; the main flood control project of the main urban section of the Daliao River has been completed, and the flood control capacity has reached the once-in-a-century standard. The continuous strengthening of infrastructure construction has laid a solid foundation for the city's economic and social development and the continuous improvement of people's quality of life.

Social governance continues to be strengthened. The construction of work style is further strengthened. Dear representatives: Last year, some of our city’s major economic indicators failed to achieve the goals and tasks set at the beginning of the year. The main reasons are: First, our city’s economic development is in a period of shifting growth rates and a period of structural adjustment. Although the growth rate of major economic indicators has dropped, the industrial structure, demand structure, distribution structure, and investment structure have all seen positive changes; the quality and income structure of fiscal revenue have improved significantly, and the real economy tax revenue has increased by 4%. Available financial resources have not decreased; the growth rate of residents' income continues to be higher than the growth rate of regional GDP; people's livelihood continues to improve, labor demand is strong, employment pressure has weakened, and consumer prices have continued to remain stable.
