1. To apply for a domestication and breeding certificate, the following conditions shall be met:

(2) Having funds, technology and personnel suitable for the species and quantity of aquatic wild animals to be domesticated and propagated;

2. To apply for a Business License, the following conditions shall be met:

3. To apply for a transport permit, the following conditions shall be met:

(2) There are effective safety measures for transporting aquatic wild animals;
(three) the purpose and use of transportation, carrying and mailing shall not violate the provisions of national laws, regulations and policies.
4. In any of the following circumstances, the capture certificate shall not be issued:
(a) the applicant has the conditions to obtain the object to be captured or to achieve its purpose by legally not capturing it;
(2) The application for capture does not conform to the relevant provisions of the state, or the capture tools and methods applied for and the time and place of capture do not conform to the provisions;
(3) It is not suitable to capture according to the resource status of the object to be captured.
Second, the information to be submitted:
1. To apply for catching aquatic wild animals, an application form shall be truthfully filled in and relevant supporting materials shall be attached:
(a) because of scientific research, investigation, monitoring, drug production need to shoot, must be attached to the relevant departments at or above the provincial level issued by the scientific research, investigation, monitoring, drug production plan or task book copy, the original for future reference;
(2) If domestication and breeding need to be captured, the domestication and breeding certificate shall be attached 1 copy;
(3) If it needs to be captured for domestication and breeding, exhibition, performance or pharmaceutical production, a copy of the business license or other valid documents of the unit shall be attached 1 copy;

4. Handling the transport permit:
Where the export of aquatic wild animals or their products involves domestic transportation, carrying or mailing, the applicant shall provide the export approval documents.
Where the import of aquatic wild animals or their products involves domestic transportation, carrying or mailing, the applicant shall provide the import approval documents and apply for a transportation license at the port of entry. If the donation, transfer or exchange of aquatic wild animals or their products is approved, the applicant shall provide the approval documents for donation, transfer and exchange. Where the acquisition of aquatic wild animals or their products for transportation is approved, the applicant shall provide the Certificate of Operation and Utilization and the certificate of the type and quantity sold by the selling unit. For the transportation of aquatic wild animals or their products in inter-provincial exhibitions and performances, the applicant shall go to the provincial fishery administrative department of the place of origin to handle the Transport Certificate with the certificate that the provincial fishery administrative department of the place of exhibition and performance agrees to accept the exhibition and performance; After the exhibition, the applicant shall return the transportation certificate to the provincial fishery administrative department where the exhibition is located with the "Exhibition Acceptance Certificate" and "Receipt of Transportation Certificate".

Charge standard:
1. If aquatic wildlife or its products listed in the list of key protected aquatic wildlife are sold, the supplier shall be charged a resource protection fee of 3% of the actual turnover of aquatic wildlife or its products;
2. For the aquatic wild animals listed in the list of key protected aquatic wild animals or their products processed into products, except for Chinese medicine production enterprises, which charge resource protection fees at 1% of their finished product sales, others charge resource protection fees at 2% of their actual finished product sales.
3. Units and individuals that use aquatic wild animals or their products listed in the list of key protected aquatic wild animals to hold performances, exhibitions and other activities will receive a resource protection fee of 2% of their income.
