Provisions of Sanya Municipality on the Protection and Management of Egret Park

Article 1 In order to strengthen the protection and management of Egret Park, beautify the city and create a good public recreation environment, these Provisions are formulated in accordance with the Urban and Rural Planning Law of the People's Republic of China, the Regulations on Urban Landscaping in Hainan Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the planning, construction, protection and management of Egret Park. Article 3 Egret Park is a public welfare urban infrastructure, a public green space to improve the regional ecological environment, and a place for the public to visit, rest and watch.

The protection and management area of Egret Park is: Fenghuang Road in the east, Linchun River in the west, Yejing Lanan Community in the south, Xinfeng Road and library in the north, covering an area of 26.7 hectares. Article 4 The municipal garden administrative department is the competent department of Egret Park. The management organization of Egret Park is specifically responsible for the daily protection and management of Egret Park.

Article 7 The municipal garden administrative department shall, jointly with the municipal planning, land and other relevant administrative departments, organize the preparation of Egret Park planning according to the overall urban planning, overall land use planning and green space system planning, and report it to the Municipal People's Government for approval before implementation, and report it to the Standing Committee of the Municipal People's Congress for the record within 3 working days after approval.

The approved planning of Egret Park shall not be changed without authorization. If it is really necessary to change, it shall be submitted for approval and filing in accordance with legal procedures. Article 8 The Standing Committee of the Municipal People's Congress may listen to and consider the special work report of the Municipal People's Government on the planning and management of Egret Park, and the deliberation opinions of the members of the Standing Committee shall be submitted to the Municipal People's Government for study and handling. When the Standing Committee deems it necessary, it may make corresponding resolutions on the special work report. Article 9 No unit or individual may occupy the land of Egret Park determined according to law or change the nature of its use without authorization.

(7) Dumping garbage, waste residue, oil or piling up sundries;

(8) Digging a pit for earth or burning garbage;

(9) Swimming, fishing, fishing, camping, barbecue, setting off Kongming lanterns and fireworks;

(1) climbing, scribbling, scribbling, posting and hanging on natural scenery, garden buildings, sculptures and various facilities without authorization;

(11) distributing advertisements and peddling articles;

(12) spitting, spitting betel nut juice, chewing gum, urinating, littering cigarette butts, peels (stones) and other uncivilized behaviors;

(13) other behaviors that damage the greening and facilities of the park and affect the park capacity and the order of sightseeing.
