Hotel offset refers to the minimum consumption.

Usually in special rooms or packages, "low-consumption" rooms will have a minimum consumption quota. When the consumer's consumption quota is higher than this "low consumption" quota, it is calculated according to the bill consumption amount, and when the consumer's consumption quota is lower than this "low consumption" quota, it is calculated according to this low consumption quota.
