Article 2 of the Detailed Rules for the Implementation of the Regulations on the Administration of Registration of Enterprise Legal Persons

Enterprises owned by the whole people, collectively owned enterprises, joint ventures, foreign-invested enterprises (including Chinese-foreign joint ventures, Chinese-foreign cooperative ventures and foreign-funded enterprises) and other enterprises that meet the requirements of enterprise legal persons shall apply for enterprise legal person registration in accordance with the relevant provisions of national laws, regulations and these Detailed Rules.

When dealing with the illegal acts of an enterprise as a legal person, the registration authority must find out the facts and deal with them according to law, and notify the parties concerned in writing of the decision.
