According to the "Hancheng Town 2005-2020 Master Plan" compiled in 2005, the town is positioned as a small suburban town dominated by manufacturing. In the past few years, it has adhered to the development idea of ??establishing industrial towns, and the urban economy has developed rapidly. The fiscal revenue increased from 19.95 million yuan in 2002 when the district was merged and established to 104 million yuan in 2009, with an average annual growth rate of 12.5. With the rapid development of the urban economy, three real estate companies, Wangde, Fuhui and Fuda, have grown up in the town. It has also attracted Jiangsu Jinlin, Tangshan Jiarun, Chengcheng Real Estate and other companies to participate in the development and construction of the town. By the end of 2009, 1 million square meters of residential buildings had been built in the central area of ??the town, and larger residential areas such as Dingwang Ruijing, Zuoan Park, Yijing New City, and Sunshine Garden have initially been formed. The financial contribution rate of the tertiary industry such as real estate has exceeded 30% for two consecutive years.
The rapid development of economic construction has also brought about a series of contradictions and problems. In order to achieve sound and rapid development of Hancheng's economic construction, after careful research, the Shanghai Pudong New Area Planning and Design Institute was hired in 2008 to conduct strategic research on the future development direction and development positioning of the town, and compiled the "Hancheng Town Conceptual Plan". The overall plan was revised and the "Hancheng Town 2008-2020 Master Plan" was re-edited. Detailed regulatory regulations were prepared for the township to achieve full coverage of the township control regulations, and detailed construction regulations for key areas were compiled. Drawing on the advanced experience of Shanghai, Tianjin and other places, the development orientation of New Hancheng·New Town was proposed. The so-called new towns, also called planned cities, are generally located in the outskirts of the city. There are planned urban areas or large communities to carry out some of the functions of the city. In the future, Hancheng will develop into: a model new town that is suitable for living and working, a regional sub-center with gateway status and iconic space, and an important carrier for the airport economy and the economic radiation of the central area. In the past two years, our town has followed the development positioning of building a new Hancheng and a new town, taking advantage of the opportunities of urban expansion and the westward shift of development focus in Tangshan City, and relying on the construction of Phoenix New City and Airport City to develop ecological living, suburban commerce and airport The processing industry integrates the three industries, focusing on accelerating the development of the first belt, two parks, and three districts, and accelerating the pace of creation of the four cities. Agriculture focuses on improving scale and industrialization levels. Guide social capital into agriculture and vigorously develop facility agriculture and tourism industrial parks. Use the reclaimed land relocated from coal-pressed villages to develop agricultural estates. The secondary industry integrates existing enterprises and eliminates high-pollution and high-energy-consuming projects. Land resources will be retreated from the second level to the third level, and projects with high technical content and good market prospects will be guided into the park to achieve industrial upgrading and become bigger and stronger. Give full play to its own advantages, vigorously develop the tertiary industry and sub-headquarters economy, optimize the economic structure, and achieve a completely new growth model. The Heli Logistics Project was planned. The project content is to build a Tangshan steel furnace charge and non-ferrous metals trading center, while supporting ancillary facilities such as hotels and shopping malls. The total investment is 600 million yuan, and the annual sales revenue can be 13 billion yuan, and profits and taxes can be 2.3 billion yuan. This project has been included in the key projects of Hebei Province in 2010. It introduced Rongchuan Liqiang Automobile Trade Project, Boli Furnace Material Company and other projects, and at the same time helped Dingwang Microfinance Company make full use of national policies to double its turnover and become the first village bank in the province. There are too many infrastructure debts, which seriously restricts urban development. The existing infrastructure is very weak, and currently only natural gas is used in urban areas. The two transit roads, Tangtong Highway and Qiuliu Highway, have low design levels and are seriously overloaded. All water supply is provided by self-provided wells, and heating is provided by self-contained boilers. The sewage treatment plant under preparation uses 15 million yuan of treasury bond funds, and the rest is invested by the private enterprise Datang Dingwang Group. It will face operating losses in the future. At the same time, the investment in the sewage pipe network is huge. At present, sewage collection can only rely on the Zhulong River. The pollution problem remains unresolved. There is only one junior high school and one primary school in the town, and there is an urgent need to establish a senior high school. At the same time, Hancheng Primary School is also seriously overcrowded, and the town-run kindergarten is also running in critical condition.
The pressure on administrative management and social management is increasing day by day. At present, the prototype of a city has been formed in the Hancheng Town planning area, which manages both the city and the countryside. The original system set up for rural social management is extremely incompatible with the reality.
At present, there are 71 cadres in Hancheng Town Party Committee and Government, including 11 members of the party and government teams. They are responsible for the management of more than 70,000 people in 43 administrative villages and towns. The task is very heavy. Because it is far away from the urban area, the district-level departments feel that they are beyond their reach, and there are also problems of low efficiency. Due to rapid economic development and a large floating population, various conflicts are relatively prominent, and the pressure to maintain stability and social security is quite significant.
The capacity of social security and social services is insufficient. Over the years, it has undertaken many projects above the municipal level. Currently, the contradiction between man and land is very prominent. Five villages have basically no farmland at all. However, the villagers are still farmers, and pension and unemployment security mechanisms have not been established. There is a shortage of land for farmers to build houses in the planning area. There is a common problem in the villages in the planning area that the population is growing naturally and there is no land available for building houses. Rural homesteads have been unable to be arranged for many years. The contradiction between farmers' housing construction needs and the shortage of land has become increasingly prominent and needs to be resolved urgently. At the same time, due to financial and institutional limitations, the social services that town-level governments can provide are almost blank. If these problems cannot be properly resolved as soon as possible, they will bring about a series of social problems and contradictions.
