Isn't a hotel that doesn't hang stars good?

Because some hotels are very good, but they haven't had time to hang up the stars because of various problems. It can be called a five/four/three-star hotel, not a star hotel. The same hotel fees are not low, and some are even higher than star-rated hotels.
