Description of landslide events

Bishui Spring Project is located in Zhaoer Street, Shijiazhuang City, east of Zhonghua North Street. The construction unit is Hebei Tian Fei Real Estate Development Co., Ltd., the design unit is Hebei Zhongdi Zhicheng Civil Engineering Co., Ltd., and the foundation pit supporting unit is Zhongtai Construction Group North China Engineering Co., Ltd.

At about 23: 00 pm on March 8, a landslide occurred in the east of the northern slope of the eastern district, with a width of about 20 meters and a height of about 8 meters. There were no casualties because there was no construction at night. On the evening of March 9 10, a small area of landslide occurred again at the original landslide position. By noon on 12, the width of the collapse is about 33m, the height is about 8m, and the depth is1.5m..

After receiving the report at 8 o'clock on March 9, members of my project supervision department immediately rushed to the scene to understand the accident situation, analyze the cause of the accident, and held a regular supervision meeting in Party A's office at 9 o'clock in the morning.

Participants expressed their views on the landslide respectively:

The construction unit Zhongtai Construction believes that:

1, the warming weather and loose frozen soil are the main reasons. 20 1 1 At the end of winter, the temperature is low, and the slope is dry for a long time after foundation pit excavation in the east area, and the frozen soil is thick.

2. Moreover, in order to save costs, the owner requests to change the design (for example, both the north slope and the east slope of Rudong District are slope protection piles, and the owner requests to cancel them all and replace them with soil nailing wall anchor support);

3. The slope ratio of1:0.3 is small, and the poor soil quality of the construction site is not fully considered.

4. The design drawings provided by Party A are inconsistent with the expert argumentation report, and there is no calculation sheet, so there is doubt about the design.

We believe that:

1. According to the trace analysis on site, the depth and strength of anchor rod of soil nailing wall in master control project can reach 100%, and the welding between anchor rod and horizontal stiffening rib in general project can reach 80%, and the net spacing can meet the design requirements.

2. The lap joint of individual horizontal bars cannot meet the welding requirements of 10d. My site supervisor has asked the construction party to rectify during the inspection or acceptance, and shall not conceal unqualified steel bars. It should be said that it should play its due role.

3. The position of the landslide was disturbed by blasting, and the sand layer changed in the last step, but the construction unit did not report it in time and did not adjust the construction plan in time, which was also a main reason for the landslide.

4. We also made some mistakes in the process of inspection and acceptance, for example, individual overlapping and welding parts were not firm, and the distance between steel mesh and slope was not enough, which led to uneven protective layer and was not found in time.

Insufficient supervision.

The owner believes that:

1, there is no problem with the design scheme. The cause of the accident is entirely because the construction unit did not follow the specifications and construction scheme, resulting in poor end structure, irregular protective layer of steel mesh, and inadequate welding of steel bars.

2, the supervision unit supervision is not in place.

The construction party disagrees with the construction party's point of view and has obvious resistance. It is suggested that construction should not be carried out without safety guarantee. The contractor asked the construction unit to find relevant departments to demonstrate and resume the construction as soon as possible, but no * * * was informed at the regular meeting. After the meeting, the construction party stopped work privately. My project supervision department has coordinated for many times, asking all parties to actively solve the problem, asking the construction party to start work immediately, backfilling the collapsed part in time, concealing the part that has been cleared out of the working face to prevent the long-term exposure from continuing to collapse, and issued a supervision notice. The constructor thinks that the construction can't be started before the responsibility is clear.

March 10, continue to negotiate with the slope protection unit on the demonstration and treatment scheme of the landslide site. Ma Ligang, the site manager of the construction unit, said that experts will come to the site to demonstrate on June 1 1, and the treatment plan and other experts will decide later.

On the afternoon of the same day, Li Xuehui, Guo Huaidian and Wang Yajun from the company came to the construction site to communicate with Party A, analyzed the landslide, and reached several understandings: the welding between the anchor rod and the horizontal rod was not firm, the mesh lap was not standardized, the sprayed concrete of the protective layer did not meet the requirements, and the thickness was uneven. We also believe that there is a problem with the soil quality at the site, so the design unit should be involved in the demonstration as soon as possible and resume work immediately. However, the slope protection piles on the east slope of the west area are not constructed according to the expert argumentation report, which should be paid enough attention to and monitored as soon as possible. Manager Zhang of Party A said that he was contacting the monitoring unit.

On the morning of March 1 1, the project owner invited five experts, including Jia Yanlong, He Berlin, Zhai Yuqing and Zhang, to demonstrate the problem of slope collapse. Experts believe that the original demonstration design scheme is inconsistent with the actual construction design scheme, and the actual construction design did not invite relevant experts to demonstrate the dangerous sub-projects. Both Party A and we attended the demonstration meeting. After discussion and study, the following opinions are reached: 1. For the collapsed part, backfill and tamp with plain soil in time, and take necessary protective measures for the excavated and unsupported part. 2. The construction unit shall immediately entrust a qualified third party to detect the deformation of the foundation pit and surrounding buildings and pipelines. 3. The design unit of foundation pit support should calculate and change the design scheme of the whole foundation pit according to the actual exposed stratum, surrounding overload and excavation slope, and the support design scheme should be demonstrated by experts.

After the meeting, we made arrangements according to experts' opinions, and the construction unit immediately started construction.

On the morning of March 12, we investigated all the slope protection, and found that there were cracks in the top of the slope protection piles on the south slope, west slope and east side of 1# building, and the cracks in the top wall of the landslide on the north slope of the east area were obvious. The image data has been saved and sent to Party A by email. Party A has arrived at the site to confirm after receiving the email.

Hebei Zhongdi Zhicheng Civil Engineering Co., Ltd., the designer, went to the site to check the actual situation and refused the construction party to come up with a new design scheme. Party A asked the construction party to contact the design unit for design, but the construction party did not agree, and it is now in a stalemate.

On the morning of March 13, General Manager Dai, General Manager Jin and General Manager Man held a meeting to communicate with us and criticized the poor supervision of our project department and Party A's project department. After the meeting, the project owner invited He Gong, the design unit, to attend the special meeting. We attended the meeting with the project owner and reached an agreement at the meeting. He Gong, a design institute from Zhongdi Zhicheng, made a plan. How do we arrange for it to be printed and signed by the four parties? Then we started construction according to this plan. In the afternoon, the construction unit started construction according to this plan.
