chapter I general provisions article 1 in order to strengthen the protection of drinking water sources in hengquan reservoir, ensure the safety of drinking water and protect public health, these regulations are formulated in accordance with the water law of the people's Republic of China, the law of the people's Republic of China on the prevention and control of water pollution and other relevant laws and regulations, and in combination with the actual situation of this municipality. Article 2 The drinking water source of Hengquan Reservoir as mentioned in these Regulations refers to the centralized drinking water source of Hengquan Reservoir (hereinafter referred to as water source) built on the main stream of Beichuan River in fangshan county, with a basin area of 8 square kilometers. Article 3 The protection and management of water sources shall follow the principles of scientific planning, giving priority to protection, comprehensive management, ecological compensation and ensuring safety. Article 4 The Municipal People's Government shall perform the duties of water source protection and management, and establish and improve the responsibility system and work promotion mechanism for water source protection; Strengthen the construction, maintenance and management of standby water sources to ensure the safe supply of drinking water.

the people's government of fangshan county (hereinafter referred to as the county people's government) shall strengthen the management of water environment quality in water source basins, and ensure that the water quality conforms to the water environment quality standards for drinking water sources stipulated by the state. Article 5 The competent department of ecological environment shall be responsible for the environmental protection of water sources and implement unified supervision and management on the prevention and control of water pollution. The water administrative department is responsible for the supervision and management of water sources, water projects, water resources and soil and water conservation.

the departments of development and reform, public security, finance, planning and natural resources, housing and urban and rural construction, urban management, transportation, highways, agriculture, forestry, etc. shall, according to their respective responsibilities, do a good job in water source protection and management. Article 6 The reservoir management institution of the Municipal People's Government shall be responsible for the monitoring of reservoir water quality and the protection and management of safety and environmental protection facilities around the reservoir. Seventh county people's government and its relevant departments shall organize publicity and education on water source and water environment protection to raise public awareness of water environment protection.

Chapter II Protection Measures Article 9 Water source protection areas are divided into first-class protection areas and second-class protection areas, and quasi-protection areas are set up outside the protection areas to implement graded protection and management.

the water area of the first-class protected area is within the radius of 3 meters of the water intake of the reservoir, with an area of about .66 square kilometers; The land area is within 2 meters above the normal water level line at the water intake side of the reservoir, with an area of about 2.264 square kilometers.

the water area of the secondary protection zone is the water below the normal water level outside the boundary of the water area of the primary protection zone, with an area of 4.499 square kilometers; The land area is the natural watershed on the east and west sides of the water, and the upstream is 3 meters from the normal water level line, covering an area of about 49.852 square kilometers.

Quasi-protected areas are the areas outside the first and second protected areas in the reservoir-controlled watershed, and the northern border is between fangshan county and Lanxian county; The upper section of the eastern side is the boundary between fangshan county and loufan county, and the lower section is the boundary between fangshan county and Jiaocheng. The upper part of the western border is the ridge line of Zhaizeshan Mountain, and the lower part is the boundary between fangshan county and Linxian County, covering an area of 743.319 square kilometers. Article 1 The Municipal People's Government shall organize the formulation of special plans for water environment protection and water resources protection in water source protection areas and quasi-protection areas, implement measures such as water pollution prevention, water resources protection and water ecological restoration projects, continuously improve the ecological environment of water sources, and ensure that the quality of water environment reaches the standards prescribed by the state. Eleventh Municipal People's Government shall establish a cross-county (district) compensation system for ecological environment protection of drinking water sources, and formulate specific measures according to the relevant provisions of the state and province. Article 12 The following acts are prohibited in the first-class protected areas:

(1) Building, rebuilding and expanding construction projects unrelated to water supply facilities and water source protection;

(2) set up sewage outlets;

(3) stocking livestock and poultry, cage culture, traveling, swimming, fishing or other activities that may pollute water bodies;

(4) increase agricultural planting and economic forests.

completed construction projects unrelated to water supply facilities and water source protection shall be ordered to be dismantled or closed by the people's governments at or above the county level. Article 13 The following acts are prohibited in the second-class protected areas:

(1) Building, rebuilding or expanding construction projects that discharge pollutants;

(2) set up sewage outlets;

(3) Disposal of municipal solid waste;

(4) Construction of urban domestic waste transfer stations without anti-leakage measures;

(5) build temporary storage and transfer stations for soluble, toxic and hazardous wastes;

(6) Construction of stacking places for chemical raw materials, hazardous chemicals, mineral oils and toxic and harmful mineral products.

those who engage in cage culture, livestock and poultry breeding, tourism and other activities in the secondary protection zone of drinking water sources shall take measures in accordance with regulations to prevent drinking water from being polluted.

the people's governments at or above the county level shall order the completed construction projects that discharge pollutants to be dismantled or closed. Article 14 The following acts are prohibited in the quasi-protected areas: (1) building or expanding construction projects that cause serious water pollution;

(2) Rebuilding construction projects to increase the amount of sewage discharged;

(3) build temporary storage and transfer stations for soluble, toxic and hazardous wastes;

(4) engaging in activities such as sand mining and deforestation.
