Article 2 These regulations apply to urban built-up areas in the administrative region of this city and other areas subject to urbanization management. Article 3 The management of city appearance and environmental sanitation adheres to the principles of unified leadership, hierarchical responsibility, territorial management, public participation, and social supervision. Article 4: Municipal and county (city, district) people's governments shall strengthen leadership over city appearance and environmental sanitation management and incorporate it into national economic and social development plans. Funds for city appearance and environmental sanitation management should be included in the government budget at the same level and should be consistent with economic and social development.

The administrative department of city appearance and environmental sanitation is responsible for the management of city appearance and environmental sanitation in its own administrative region. Chapter 2 Responsibility for City Appearance and Environmental Sanitation Article 9 The management of city appearance and environmental sanitation implements the responsibility area system. Responsibility area refers to the buildings (structures), facilities, places and areas within a certain range owned, used and managed by relevant units or individuals. Article 10 The owners, users and managers of buildings (structures), facilities, places, etc. are the persons responsible for city appearance and environmental sanitation.

The person responsible is determined in accordance with the following provisions:

(1) Roads, public squares, underground passages, sidewalks, pedestrian bridges, urban greening land, public toilets, garbage transfer stations (points) and other public roads Areas are the responsibility of professional units such as city appearance and environmental sanitation;

(2) Residential areas that are subject to property management are the responsibility of property service units, and residential areas that are not subject to property management and back streets and alleys are the responsibility of the township people's government or the The sub-district office is responsible, and the public rental housing area is the responsibility of the housing and urban-rural development administrative department;

(3) The areas managed by agencies, groups, enterprises and institutions, etc. are the responsibility of the unit;

(4) Railways, highways, airports, stations, docks, bus stops, parking lots and their management scope shall be the responsibility of the operating or management unit;

(5) Hotels, restaurants, guesthouses, shopping malls , supermarkets, stores, farmers' markets, exhibitions and sales venues (pavilions), gas stations and other places are the responsibility of the operation or management unit;

(6) Culture, sports, entertainment, scenic spots, parks and amusement parks and other public places The operation or management unit shall be responsible for the maintenance of the premises;

(7) Public facilities such as electricity, lighting, gas supply, water supply, drainage, communications, transportation, and public security shall be the responsibility of the operation or management unit. Responsible;

(8) The management unit is responsible for rivers, lakes and other waters within the city limits;

(9) The construction site of the construction project is the responsibility of the construction unit and the construction unit. The user shall be responsible for the construction sites to be built for which the user has been identified, and the reserve land shall be the responsibility of the reserve department.

If there is an agreement between the owner, user, and manager regarding the responsibility for city appearance and environmental sanitation, the agreement shall prevail.

If the responsible area and responsible person are unclear, the city appearance and environmental sanitation administrative department shall determine it in conjunction with the township people's government and the sub-district office and notify it in writing.
