Report on Industrial Investigation in Yang Kang

With the rapid development of economy and society, people's desire for high-quality life is getting stronger and stronger, and health has become the universal pursuit of people's lives. The following is my research report on the health care industry. Welcome to read!

In order to implement the spirit of the CPPCC Chairman's Meeting on May 4th, the CPPCC Social, Population, Resources and Environment Committee formed a special investigation class of 12 people. Under the leadership of the vice-chairman in charge, from May 9 to May 24, we visited 10 municipal departments and 2 towns, and held 5 symposiums with 60 participants. The present situation, work progress, existing problems and countermeasures of the medical and health industry in the city were deeply investigated. The investigation is hereby notified as follows:

First, the status quo

Yang Kang is the floorboard of health and old-age care. Yang Kang's Yang Kang industry refers to a comprehensive industry centered on Yang Kang's activities, including industries and departments that directly or indirectly provide various services and support to Yang Kang. The health care industry covers a wide range and has a long industrial chain, involving many fields and aspects such as health, pension, medical care, tourism, sports, culture, scientific and technological information, green agriculture, etc. It is an important part of modern service industry. This time, the present situation of pension, medical care, tourism and green agriculture in this city was investigated.

(1) Pension

By the end of 20 15, the total registered population of the city was 397,000, of which 88,800 were over 60. Accounting for 22.38%. Up to now, there are 1 1 public pension service institutions in the city, with 1762 seats; 9 private pension service institutions with 456 seats; 32 community home care service centers; 97 rural mutual care centers for the aged. At present, there are three private pension service institutions under construction (Hongfu, Zhigang Hospital and Songshan), 12 10. Basically, a social pension service system based on home, community and institutions has been formed. The existing problem of providing for the aged in our city has been basically solved, and our city has been awarded the "National Demonstration Unit for Providing for the Aged" by the Ministry of Civil Affairs.

(2) medical treatment

Up to now, there are 4 key hospitals in the city with beds10.5 million, and the three-level medical service system of city, township and village (community) has been established and improved. There are 2 provincial key specialties, 12 Yichang Class B key specialties, and 2 maternal and child health care key specialties. 302,402 health electronic files were established, with a filing rate of 76.2%. It can provide 45 basic public health and basic medical services in 12 category. There are 0/5 health management service organizations/kloc-,23 health managers and 22 nutritionists. The existing medical institutions in our city have a relatively rich ability to serve the city's total population. In terms of the combination of medical care and nursing care, we are trying and exploring four modes, such as setting up geriatric specialties, home-based nursing care, hosting medical services in nursing homes, and setting up a combination of medical care and nursing care institutions (nursing homes).

(3) Tourism

At present, there are 2 4A scenic spots (Three Gorges Jiu Feng Valley, Yang Shoujing Academy), 4 3A scenic spots and 2 2A scenic spots are being declared. Two 4-star hotels (Xiaoxihu Garden Hotel and Qingjiang International Hotel), three 3-star hotels and three 2-star hotels are being created and declared. 3. Domestic travel agencies; There are 8 16 farmhouses, including 5 1 farmhouse with three stars or above. The scenic tour represented by the Three Gorges Jiu Feng Valley, the rural tour represented by the "Tea Country Daughter's Club", the race tour represented by the "Dragon Boat Race" and the road tour mode represented by Meilin Farm are developing. It is predicted that the number of tourists will exceed 2.5 million this year, and the comprehensive tourism income will be 2.5 billion yuan.

green agriculture

The city has developed green eco-agriculture around high-quality orchards, high-efficiency tea gardens and safe vegetable gardens, and initially built "three gardens" 100, two towns with one product and 84 specialized villages. Enjoy a number of fine brands such as Yidu tangerine, canned Toyota, natural zinc-rich tea, Hongyi Kung Fu tea, local time-honored food, Qingjiang wild fish, and world sturgeon; Green ecological leisure parks mainly include Tulaohan Orange Garden, Yuyuan Farm, Bailong Mountain Villa, Candace Flynn Farm, Lujiao Tea Garden, Quanxinfan Taoyuan, yuntaiguan Chashan, Quanfuhe Tea Gallery, Gushuiping Tea Garden and Wild Goose Strawberry.

The research team also visited the Municipal Development and Reform Bureau, the Land and Resources Bureau, the Municipal Planning Bureau, the Municipal Investment Promotion Bureau, the Municipal Guo Tong Company, the Qingjiang Cage Demolition Office and other units and departments, and went deep into Honghuatao Town and Gaobazhou Town to learn about the industrial situation and work progress in Yang Kang.

Second, the problem.

The research team held five symposiums successively, listened to the report of the relevant person in charge of 12, and comprehensively analyzed the main problems and difficulties existing in the development of health care industry in our city:

(A) the characteristics of the initial stage are obvious.

1. Cognition and action. Although the development of healthy old-age care industry has been included in the "Thirteenth Five-Year Plan" of our city, the relevant units or departments only know how to develop healthy old-age care industry, but there is no specific supporting implementation plan, task list, road map and timetable, so there is no way to start.

2. Command and power. The Yidu Municipal Party Committee and the city * * * set up the Municipal Leading Group for the Development of Healthy Pension Industry (No.Du Wen [20 16] 19), with the office in the Civil Affairs Bureau, and 1 person was responsible for the daily specific work, but before that, the specific personnel were1person.

3. Policy and landing. As early as 20 13, the State Council has already issued several opinions on accelerating the development of the aged care service industry (Guo Fa [2065438+03] No.35) and several opinions on promoting the development of the health service industry (Guo Fa [2065438+03] No.40), followed by the National Health Planning Commission, the National Development and Reform Commission, the Ministry of Education and the Ministry of Education. In 20 14, the State Council issued Several Opinions on Promoting the Reform and Development of Tourism (Guo Fa [2014] No.31) and Several Opinions on Accelerating the Development of Sports Industry and Promoting Sports Consumption (Guo Fa [2014] No.46). These units or departments that understand the top-level design of the medical and health industry only stay in reading through the documents and lack systematic research. Some units or departments still don't know how to combine Yidu's actual implementation. How to win over the province and the central government?

4. Plan the layout. Due to the need of financing, Guo Tong Company presided over the compilation of the Development Plan of Qingjiang (Yichang) Industrial Experimental Zone in Yang Kang, but not many units or departments knew about the plan. The main leaders of the city instructed the Civil Affairs Bureau to take the lead in compiling the city's health care industry plan, which is still under discussion.

(2) There is a long way to go to give full play to its advantages.

The advantage of Panzhihua Yang Kang lies in the "sunny sea of flowers"; Qinhuangdao's advantage lies in the "beach", which is a summer resort for various ministries and commissions of the country. What are the advantages of developing health care industry in Yidu? The research team conducted in-depth discussions, and the similar identities are: the location of the center, the unique natural scenery of Qingjiang River, and the drugs for treating hepatitis B and hepatitis C in Oriental Sunshine. However, to truly give play to these advantages, transform them into industries, and form a health care base in Central China, it is necessary to carry forward with heavy burdens and work hard.

1. Location traffic. Our city has convenient external transportation and has the basic elements to develop the health care industry. However, the core areas of health care industry development planning, such as the two sides of Qingjiang River, Songshan Mountain and Guolutan, have not yet formed the internal traffic road (bridge) network, which needs to be formulated by professional departments and implemented year by year.

2. Qingjiang landscape protection. The provincial party committee and government must pay attention to it, and the counties and cities along the 423km river basin 10 should make concerted efforts to fundamentally solve the problem of Qingjiang landscape protection. At present, the cage ban in warehouses is facing many difficulties, such as the pressure of nearly 100 million yuan in compensation funds, the sale of 10,000 tons of fish, how to re-employ nearly 1,000 people, and the simultaneous efforts of Changyang County, which is close to the water. To accomplish this arduous task, it is necessary to strengthen the organization and leadership, and the (Changyang) county (Yidu) city will work together, and the city, township (town) and village will go into battle together, and the special class will work patiently and meticulously to achieve the goal as scheduled. After the cage is banned, the long-term management mechanism of Qingjiang reservoir area should also be put on the agenda, and practical operation methods and measures should be put forward.

3. Oriental Sunshine Medicine. World-class drugs for treating hepatitis B and hepatitis C are still in the clinical trial stage, and it will take 20 18 at the earliest, and there is still a process to transform them into industrial advantages.

4. Insufficient investment by market players. From 20 1 1 to now, there are 35 contracted investment projects involving the health care industry, with a large number but low quality. Among them, of the 9 projects with an agreed investment of over 100 million yuan, only 2 projects (Candace Flynn Agricultural Sightseeing and Honghuatuo Watertown Tourism) are basically put into operation, 2 projects (Jiudaohe Botanical Garden and Jingmen Mountain Cultural Tourism) are under construction, and the remaining 5 projects have not started.

Three. suggestion

Developing a healthy pension industry is an important measure to implement the national industrial policy, an inevitable choice to deal with the aging population, an innovation engine to promote economic growth and social development in our city, and an important support to promote economic transformation and development. To this end, the following suggestions are made:

(A) to strengthen organizational leadership

City health care industry development leading group should strengthen organizational leadership. Implement the lead department and decompose the specific tasks, time requirements and assessment methods of relevant departments of towns or municipalities directly under the Central Government. Increase the specific staff of the office of the leading group.

(B) the establishment of industrial goals

Around the two engines of "tourism and medical treatment", we will develop five core health care industries, including medical treatment, agricultural care, tourism care, fitness care and health care real estate. To build a world-class medical examination and treatment center for liver diseases, a domestic first-class model of three industrial integration, and a million square meters of hydrophilic ecological pension and healthy pension real estate. Yidu will be built into the third health care experimental area in China, and form three unique health care bases with Panzhihua and Qinhuangdao, making Yidu synonymous with healthy city, beauty and happiness.

(three) the preparation of detailed industry regulations

It is suggested to employ international first-class and domestic top-level compiling units with advanced ideas, forward-looking vision and practical industry rules in combination with the actual situation of our city.

(D) the introduction of policy documents

It is suggested that the municipal office of * * * should take the lead in organizing forces to study the policy documents issued by the State Council and * * * provinces, and formulate implementation opinions or measures to accelerate the development of health care industry in our city in combination with the actual situation of our city.

(5) Create basic conditions.

It is suggested that the Municipal Transportation Bureau should take the lead in compiling the special planning of the traffic road (bridge) network in the industrial core area of Yang Kang, and strive for the project support of the Provincial Communications Department and the Ministry of Communications. It is suggested that the management committee of Tianlongwan Wetland Park take the lead to come up with the regulations or operation methods for the protection of Qingjiang landscape environment.

(6) Introducing investors

According to the project layout in the Detailed Industrial Planning of Yang Kang, the investment invitation task of industrial projects in Yang Kang will be decomposed and implemented to the relevant town or municipal departments, and the annual assessment will be completed.

(7) Promote integrated development.

For example, medical care+pension, agriculture+tourism, sports+fitness, medical care+real estate and so on. It is suggested that relevant functional departments directly under the municipal government formulate five-year plans and annual implementation plans for industrial integration and development.

(8) Reserve industrial talents

It is suggested that the Organization Department of the Municipal Party Committee should take the lead, unite with the Municipal Science and Technology Bureau, Human Resources and Social Security Bureau and other relevant departments, and come up with a talent introduction and training plan for the health care industry to provide intellectual support for the development of the health care industry.

(9) Intensify publicity and promotion.

Drawing on the marketing experience of Panzhihua and Qinhuangdao, it is suggested that the Propaganda Department of the Municipal Party Committee should take the lead in formulating a publicity plan for the health care industry and preparing for the national health care industry forum, so as to promote the momentum, improve Yidu's popularity and expand its influence.

(10) Strive for superior support.

In order to make full use of the policies and opportunities of the State Council and the province * * * to accelerate the development of health care industry, it is suggested that the city * * * decompose and implement the specific tasks of various functional departments directly under the municipal government to strive for projects or funds from relevant ministries and commissions in the State Council, and give appropriate rewards to effective units or individuals.

At present, the population aged 60 and above in China is 202 million, accounting for 14.9% of the total population, and it is expected to be close to 300 million by 2020. There are 73 1400 elderly people over 60 in Leshan, accounting for 20.55% of the total population, and they have entered the stage of a severely aging society five years earlier than the whole country. Developing a healthy pension industry has become the most urgent expectation of the people and the most urgent task of the policy system of benefiting the people. As an important part of modern service industry, health care industry is closely related to tourism, which contains great potential to stimulate economic development. One side is connected with people's livelihood and the other is connected with economic and social development.
