From now on, all offices, medical institutions and pharmacies, transportation stations, public transportation, hotels, shopping malls and supermarkets, markets, financial institutions, tourist attractions, amusement parks, indoor closed cultural and entertainment venues, etc. In key places and residential areas, in accordance with the requirements of "whoever operates the premises is responsible" and "whoever manages the premises is responsible", health code and COVID-19 vaccination certificate checks must be carried out for those who enter. Among them, various types of nursing homes, welfare homes, primary schools, kindergartens and other places where vulnerable groups gather, the entry of people of the right age who have not been vaccinated against the new coronavirus must be restricted; in other places, people of the right age who have not been vaccinated against the new coronavirus must be advised not to enter unless necessary. If you really need to enter, you must verify the relevant registration information, or hold a vaccination contraindication certificate issued by a second-level or above medical institution.

Second, pay close attention to overall coordination and advancement. For those of appropriate age who have no contraindications but have not been vaccinated against the new crown vaccine, the school will organize it and complete the first inspection before September 10. One dose at a time. After school starts, the vaccination records of school-age students and family members must be carefully checked. In principle, teachers who have no contraindications to vaccination but have not completed the COVID-19 vaccination will not be assigned to front-line teaching positions; those who have been assigned must make adjustments as soon as possible.

5. Strictly implement the main responsibilities. Competent departments in various industries must effectively fulfill their industry supervision responsibilities and make every effort to promote the implementation of "response to all needs" within the industry.

6. Serious accountability for prevention and control. Those who are not vaccinated against COVID-19 and who cause the COVID-19 epidemic must be held accountable in accordance with laws and regulations, and the resulting expenses for hospitalization, nucleic acid testing, etc. shall be borne by the individual. The expenses incurred during the isolation and medical observation period for those returning from high-risk areas of the domestic epidemic who have not been vaccinated against COVID-19, as well as close contacts and sub-close contacts, shall be borne by the individual.
