Article 1: In order to create good sanitary conditions in public places, prevent diseases, and protect human health, these measures are formulated in accordance with relevant national laws and regulations and in conjunction with the actual situation of this city. Article 2 These Measures apply to the following public places within this administrative region:

(1) Hotels, restaurants, inns, and guest houses;

(2) Public places *Bathhouses (rooms), barber shops, beauty salons (stores);

(3) Cinemas, video halls (rooms), entertainment halls (rooms), song and dance halls, concert halls, coffee shops, bars, Cafes;

(4) Stadiums (venues) (including indoor shooting ranges, ball fields, and skating rinks), swimming pools (venues), and parks;

(5) Exhibition halls, museums , art museums, libraries, cultural centers (rooms);

(6) shopping malls (stores), bookstores (rooms);

(7) waiting rooms, waiting for buses (airplanes, ships) ) Rooms, public transportation;

(8) Other public places. Article 3: Public health sanitation shall be under unified leadership and hierarchical management.

Municipal and district health administrative departments are the competent departments of the people's governments at the same level to manage the health of public places. Municipal and district health and epidemic prevention agencies are responsible for monitoring and supervising the health of public places within their respective administrative regions. Article 4 Preventive health supervision must be carried out in newly built, renovated and expanded public places. The health protection facilities of the construction project must be designed and constructed at the same time as the main project. They can only be put into use after passing the completion acceptance. The public health administrative department shall participate in the review of the design of health protection facilities for public health construction projects.

Public places implement the "health license" system stipulated by the state. "Health license" is issued by the health administrative department at or above the district level and is reviewed every two years. Business units operating public places involving human health, such as accommodation, catering, body cleaning, and beauty salons, must obtain a "health license" before they can open for business.

Anyone who violates the first paragraph of this article shall be ordered to suspend construction until the health protection facilities of the project meet the health requirements before construction can continue. Anyone who violates the provisions of paragraph 2 of this article by operating without obtaining a "health license" or failing to go through the review procedures shall be fined not less than RMB 500 but not more than RMB 5,000. Article 5 Hotels, restaurants, inns, guest houses, coffee shops, bars, teahouses, public bathhouses (rooms), barber shops, beauty parlors (stores), swimming pools (pavilions) and other public places provide direct services to customers. Service personnel must undergo a health examination at a health and epidemic prevention institution above the district level every year. Personnel serving customers directly in other public places must undergo a health examination every two years.

Personnel who serve customers directly in public places should receive health knowledge training every two years. Only those who hold a "health certificate" and pass health knowledge training can take up the job.

Those suffering from dysentery, typhoid fever, viral hepatitis, active tuberculosis, concentrating or exudative skin diseases and other infectious diseases are not allowed to engage in direct customer service work until they are cured.

Anyone who violates the provisions of paragraphs 1 and 2 of this article and fails to make corrections despite education and warning shall be fined 200 yuan per person. Those who violate the provisions of paragraph 3 of this article shall be ordered to immediately remove those suffering from the diseases listed in paragraph 3 from positions directly serving customers, and shall be fined 200 yuan per person. Article 6: The operating unit of public places must do a good job in hygienic management of the water quality of the place. The water quality of self-prepared water sources and secondary water supply must obtain a "certificate" issued by the health and epidemic prevention agency before they can be used.

Violation of the provisions of the preceding paragraph shall be ordered to stop use and make rectifications within a time limit; those who still fail to make corrections shall be ordered to suspend business for rectification and be fined not less than RMB 500 but not more than RMB 3,000. Article 7 The air inlet of air conditioners used in public places should be located outdoors, and the filter materials of the air conditioners should be cleaned and replaced regularly without obvious dust accumulation.

Bathrooms in public places should be kept clean, without odor or stagnant water. They should have natural ventilation tubes or mechanical ventilation devices, and the toilet should be free of feces and urine.

Anyone who violates the provisions of paragraphs 1 and 2 of this article and fails to make corrections despite education and warning shall be fined not less than RMB 200 but not more than RMB 2,000. Article 8 Public places such as song and dance halls, concert halls, theaters, video halls, gymnasiums, libraries, museums, art galleries, shopping malls (stores), bookstores (rooms), waiting rooms (ships, planes), etc. shall have obvious installations. no smoking sign.

Smoking is strictly prohibited in non-smoking rooms in public places.

Those who violate the provisions of the first paragraph of this article shall be given a warning and shall make corrections within a time limit; if they fail to make corrections within the time limit, they shall be fined 500 yuan. Anyone who violates the provisions of paragraph 2 of this article shall be given criticism, education or a warning. Those who are arrogant and refuse to accept advice shall be fined not less than 50 yuan but not more than 100 yuan. Article 9 The competent department of public places must establish a sanitation management system for public places, equip full-time or part-time sanitation management personnel, and conduct sanitation management of affiliated business units (including self-employed persons, the same below) in terms of personnel and materials. , provide necessary conditions in terms of funding, and conduct regular inspections of their health conditions. Article 10 The operating unit shall be responsible for the sanitation management of the public places it operates, establish a sanitation management system, and conduct sanitation knowledge training and assessment for the employees of the unit.

Anyone who violates the provisions of the preceding paragraph and fails to make corrections despite education and warning shall be fined not less than RMB 500 but not more than RMB 2,000. Article 11 Hotels, restaurants, inns, and hostels must meet the following hygiene requirements:

(1) Equipped with workrooms, decontamination rooms, and utility rooms;

(2) Bedding covers, pillowcases, sheets and other bedding should be kept clean. Hotels and high-end restaurants should change them every day, and other hotels should change them every guest. Long-term residents will be changed every Monday;

(3) Public tea sets, washbasins, footbaths, and slippers will be washed and disinfected after use;
