Zezhou County is located in the southeast of Shanxi Province, at the southern end of Taihang Mountain. It is the hub from the land of Sanjin to the Central Plains. The goal of "doubling the number of strong counties" is inspiring.

Cui Shouan told reporters that after the July 29th meeting of leading cadres in Shanxi Province, Zezhou County actively responded to the call of the provincial party committee and the provincial government, and conducted extensive research and scientific demonstration on the relevant development goals and ideas in the next five years in accordance with the requirements of "trying first, taking the lead in breaking through, and being the vanguard of the city's transformation and leapfrog development". On this basis, the fourth party congress of Zezhou County was successfully held, and it was clearly stated that the goal of Zezhou County during the Twelfth Five-Year Plan period was to "build a county with urban-rural integration as the forerunner and build a strong county in the central region". The development orientation of "Twelfth Five-Year Plan" period is: "Double the number of strong counties". "Doubling" means doubling the main economic indicators of the county and striving to more than double them. That is, the gross domestic product has reached more than 30 billion yuan, the total fiscal revenue has reached more than 6 billion yuan, and the per capita net income of farmers has reached more than 65.438+0.3 million yuan. "Strong county" is to strive to make Zezhou County move forward in the ranking of the top 100 counties in the central region and move forward to the top 20.

"Zezhou County decided to vigorously implement the development strategy of'1163' during the Twelfth Five-Year Plan period around the requirement of' doubling the county's strength'." Cui Shouan said.

Specifically, the development strategy of "1 163" is to build a pioneering county for urban-rural integration and a county with strong economy in the central region, and make every effort to implement six major projects, namely, the great leap of emerging industries, the great struggle for urban-rural integration, the great breakthrough of modern agriculture, the great opening up of attracting investment, the great catch-up of private economy and the great improvement of people's livelihood, and strive to build three major driving forces: party building, excellent environment and improvement of mechanism efficiency.

A big leap in transformation

"Since the reform and opening up, Zezhou's economy and society have been in constant transformation and development. Especially since the Eleventh Five-Year Plan, Zezhou has taken the lead in taking a new path of resource-based economic transformation and development in Shanxi Province through pains, choices, breakthroughs, turning points and leaps. " Cui Shouan said.

Cui Shouan made a humorous analogy, saying that coal is a "pie" of resources and a "trap" of development. Since the reform and opening up, Zezhou has experienced the development stage of "swift current" and "state, collective and individual go hand in hand". By the peak of 1990s, there were nearly 500 small coal mines in the county with nearly 65,438+10,000 employees. At the end of 2005, the tax revenue provided by coal accounted for 78% of the county's total fiscal revenue. However, while coal has brought dividends to the people of Zezhou, a series of problems such as the gradual decrease of coal resources, the deterioration of ecological environment, the prominent contradiction between villages and enterprises, and the unbalanced regional development have also emerged, making the economic and social development of Zezhou impossible to slow down or not turn. In this regard, the county party committee and the county government have carried out in-depth activities such as "ideological emancipation", "hundred-day investigation" and "discussion on the development of coal industry" throughout the county, and formulated the industrial development plan of "four industries and eight industries", that is, fully cultivate eight industries such as coal, steel, foundry, coal chemical industry, electric power, emerging industries, agricultural and sideline products processing and tourism, and create unique steel, coal chemical industry and tourism.

"To promote the economic transformation of Zezhou, we must be bold and look for breakthroughs and entry points." Cui Shouan told reporters that Zezhou County adheres to the concept of relying on coal instead of relying on coal, jumping out of coal instead of giving up coal, and takes "four industries and eight industries" as the main direction. In the work, Zezhou County adopts the way of "state-owned large mines first, then rural coal mines" to cultivate typical models and promote them in an all-round way. At the same time, most coal mines are also actively marching into new materials, hotel catering services, real estate and other industries.

New industrial system promotes transformation and development

"After years of full promotion, Zezhou's development path, development mode and development quality have completed a wonderful turn and achieved a good organic unity of economic, social and ecological benefits." Cui Shouan said.

Cui Shouan told reporters that this is mainly reflected in four major aspects.

First, it has effectively promoted the development of county economy. At the end of the 11th Five-Year Plan, the county's GDP doubled compared with that at the end of the 10th Five-Year Plan, the total fiscal revenue, general budget revenue and the added value of industrial enterprises above designated size quadrupled, the investment in fixed assets of the whole society quadrupled, and the per capita net income of farmers basically doubled.

Second, a new industrial system has been initially constructed. The county's economic dependence on coal resources began to weaken, the steel industry gradually grew, the equipment manufacturing industry began to take shape, the coal chemical industry began to take shape, the power industry was strong, emerging industries flourished, and the cluster economy and plate economy developed well. Initially formed a cast pipe industrial cluster with Nancun as the main body, an equipment manufacturing and coal chemical industrial cluster with Bagong, Beiyicheng and Zhoucun as the main body, a coal industrial cluster with Xiacun and Chuandi as the main body, and Qinghui manufacturing and metalworking casting as the main body. Nancun Town was named "Hometown of Casting Pipe in China" by China Foundry Association, and Bagong Equipment Manufacturing Industrial Park became "Demonstration Industrial Park in the whole province".

Third, it has greatly promoted the transformation of development mode. The transformation of economic development mode from extensive to intensive, from quantitative to quality, from traditional to scientific and technological has been initially realized. The number of coal mines in the county has decreased from more than 300 to 30, and the production capacity has increased from120,000 tons to 23.4 million tons. "In the first half of this year, the county's economy and society maintained a steady and progressive development trend, and coal enterprises made breakthrough progress in resuming production." Cui Shouan said that up to now, six of the nine coal mines belonging to Tiantai, Yunmei and Wangpo coal integration entities in the county have resumed production or normal production.
