Can I watch the sunrise if I don't live in Jinshanling Great Wall Scenic Area?

Jinshanling Great Wall is located in Luanping County, Chengde City, Hebei Province, adjacent to Miyun District of Beijing, and 0/30 km away from Beijing/KLOC.
