Xinxiang Vocational and Technical College is a public full-time general higher vocational college established with the approval of Henan Provincial People's Government in February 2009, which is organized by Xinxiang Municipal People's Government. The school was established on the basis of integrating Xinxiang 13 university resources. Its school-running history can be traced back to 1883. Mr. Li Shican, a famous Confucian in Zhongzhou, founded Jixian Reading Club in Weihui House (later renamed Zheng Jing Academy, Zheng Jing Normal School and Henan Fifth Normal School).

The school is located in Mu Ye, on the bank of Wei River, Xinxiang National Economic and Technological Development Zone, a central city in northern Henan.
