During the period of 1994, the location of Wodelin amusement park project originally planned to build a tourism project called "San'guo City", and the investors included Malaysian and Singaporean companies. Later, for various reasons, the project was put on hold shortly after it started.
1997, Hua Bin group won the land for the project from Changping district government in an open way, and prepared to build the Wodelin project. According to the design drawings at that time, in addition to amusement facilities, the amusement park also includes high-end hotels, shopping centers and food streets. Upon completion, it will surpass Tokyo Disneyland and become the largest amusement park in Asia.
During the period of 1998, a flood occurred in the south of China, which triggered a debate on forest land protection. At that time, the relevant departments stopped some projects involving forest land expropriation, but the site selection of Wodelin Amusement Park was affected by more than 200 mu of forest land, so the project was forced to stop.
