Why can't some hotels offer special fares?

Because the special VAT invoice issued by the hotel is limited to the accommodation fee. Except for hotels with general taxpayer qualification, only small-scale taxpayers (hotels) in pilot cities can issue special invoices for accommodation value-added tax. I can't open the others myself, so I can only apply to the IRS for opening them.
